This section sets out the general policies and procedures that relate to HR matters for staff employed by Barnet Council and most maintained schools. These have all been introduced through the local consultation and negotiation machinery that involves staff and the recognised trade unions. In some cases, relevant council committees have also introduced and/or directly approved the policies.
All HR policies and procedures are reviewed regularly to ensure compliance with the law, national and regional conditions of service, best practice and local priorities.
From time to time local variations will be negotiated and introduced in some parts of the business to reflect local circumstances. These “local agreements” will not normally be recorded or referred to in this section.
In the absence of any “local agreements” these policies and procedures will be deemed to automatically apply to staff employed within Barnet’s Community schools. If a Community school negotiates a variation this must be through the school’s normal negotiation and consultation process involving staff and trade unions and recorded as a “local agreement” for future reference. The HR/payroll provider should also be advised in order that this can be reflected in the terms and conditions of the contracts of employment and/or the pay.
Foundation and Voluntary Aided Schools may choose to adopt some or all of the Barnet HR policies and procedures. Many Voluntary Aided Schools will apply a mix of Barnet, Diocesan Board and local procedures. Again, it is important that schools maintain proper records of which HR procedures and to which groups of staff they apply and that the HR/payroll provider is advised.
