Q1. What are land use proposals?
Development is defined in The Town and Country Planning Act 1990 as ‘the carrying out of building, engineering, mining or other operations in, on, over or under land’ or ‘the making of any material change in the use of any buildings or other land’.
The term ‘development’ is central to the power of the Planning Service to control the use and development of land in the borough.
Land use proposals are simply proposals to develop or change the use of a specific building or site. This would generally require planning permission, however, in certain cases express permission may not be necessary under what is termed ‘permitted development’.
The Unitary Development Plan contains a ‘Schedule of proposals’
(PDF 55 KB), which lists a number of sites in the borough where some change or action is expected, or regarded as desirable.
