Not all extensions require planning permission.

Q2. My neighbour says that he is going to put an extension on the house, it will block my view. What can I do about it?
If the extension requires planning permission, you would be consulted when the application is received and given an opportunity to raise objections to the proposal.
If the building work commences/has commenced you can report the details and ask the planning enforcement section to investigate any breaches of planning control.
