Does my HMO need a licence?
Generally:
An HMO must have a licence from the council if it:
- is shared by five or more people in two or more households and
- has three or more storeys (including occupied basements, attics and shops)
An HMO doesn't need a licence from the council if it:
- consists only of self-contained flats or
- is excluded from the definition of HMO for licensing purposes i.e. it is owned / managed by a housing association, local authority or by police / health authority.
