Can I park on a yellow line when it is not in operation?
People do – but the council cannot consent to this. That is because in law there is no right to park on the highway at all, other than in a parking place (and then subject to any conditions displayed on signs).
So a vehicle on the highway other than in a parking place might be considered to be an obstruction or a danger and enforcement action could be taken by the police.
