Does a Civil Enforcement Officer have to wear a hat to issue a penalty charge notice?
No. The uniform must include an identification number, something to show the officer is a Parking Attendant, and identification of the borough he or she works for. A hat is not a mandatory uniform item – it is optional in law. Our foot patrol attendants do wear hats, but officers on motorcycles do not.
