Does loading have to be “continuous”?
No. Loading does not have to be continuous, it includes taking goods to and from premises and having goods checked and signed-for, and this can take up to 20 minutes.
However, if a parking attendant does not see loading taking place, a penalty may be issued. The council will consider cancelling the penalty if satisfactory proof of loading is subsequently produced.
