If I am buying something bulky or heavy, does that count as loading?
No. Shopping or choosing goods is not loading so you will need to park legally, for example at a pay and display space. If you then buy something that is difficult to carry, you can bring your vehicle to a nearby place where loading is allowed, and then collect the paid-for goods.
If a parking attendant does not see loading taking place, a penalty may be issued but the council will consider cancelling the penalty if satisfactory proof of loading is subsequently produced.
