Why am I liable to pay a penalty when I wasnt driving the car?
If you are the owner of a vehicle, the law makes you liable for penalty charges issued to it, (though a hire company can transfer that liability to the hirer if an agreement was signed when hiring the car).
If the driver didn’t tell you about the penalty and the first you hear is when you get a Notice to Owner or Enforcement Notice through the post, you will be liable for the full amount and cannot pay at the discounted rate.
