Local Government Navigation List (LGNL)

The information on our website is classified under 11 top level groupings to potentially over 750 services and items of information in 3 clicks. These headings are based upon the Local Government Category List headings stipulated for all Local Authority websites.

The underlying navigation structure is called the Local Government Navigation List (LGNL) It is a system to help users find information on local authority websites in a standardised, simple, intuitive and clear manner. It is designed to help users find information about council services, in just 3 clicks of a mouse. It recognises that users do not understand council jargon and may not have English as a first language.

Barnet has implemented LGNL in a polyhierachical format. (i.e. information can be found in more than one part of the navigation tree). This format recognises the difference in language and thought processes that make us all unique. Read more about our polyhierachical navigation.

We aim to achieve the following through our implementation of LGNL:

  1. To provide a simple way for users to find information on our website, easily.
  2. To focus on how users search for information
  3. To deliver a user-centric focus for our websites, rather than the approach which represents information based on the existing internal (silo) council structure.

Main principles of LGNL

  • 3 clicks to get to the area of information searched for
  • Different people think in different ways
  • Use simple language – not council terms
  • Work in conjunction with other tools i.e. search, A-Z etc
  • Relate to the ESD Toolkit to facilitate a joined up approach across authorities.
