This icon means the link it appears next to leads to a document in PDF format.
All downloadable forms and most documents are presented in PDF (Portable Document Format), which has the advantage of providing an identical look to the original document both on screen and as a printed page. PDF files can also be magnified on the screen without any loss of quality. Your computer must have an application such as Adobe Reader to view them. But because PDF files are a non-proprietary format, PDF reading software is often free and is easy to get if your computer doesn't already have it.
Adobe Reader and Accessibility
