Housing Benefit and Council Tax Benefit are means tested benefits, which help people on low incomes to pay their rent and Council Tax. Many people think only the unemployed can claim. You can claim if you are working, receiving benefits, self-employed or a pensioner.
You can claim Housing Benefit if you pay your rent to the council, a housing association or to a private landlord. If you are charged Council Tax you can claim Council Tax Benefit. If you pay your rent to the council, Housing Benefit is called a rent rebate. It is called rent allowance if you pay your rent to a housing association or a private landlord.
