Non-medical poisons licences
If you are a registered pharmacy you do not need a separate registration for non medical poisons. However, if you are a retail shop selling any listed poison you must be registered with the council.
The list of controlled poisons is quite long and you should contact Trading Standards for advice and an application form:

The list includes the active ingredients of many common products such as drain cleaners, descalers, disinfectants and weed killers.
