Extended Services in and around Schools
National Overview
The Government announced in June 2005 that £680 million will be made available nationally via local authorities in 2006 – 2008 to develop extended school services. The amount available for each Barnet school will be determined locally and will depend on the delivery of service and levels of need.
The ‘Core Offer’
An extended school is one that provides a variety of activities and services, described as the ‘core offer’:
- High quality ‘wraparound’ childcare for primary aged children, available 8am to 6pm 48 weeks per year.
- Secondary schools to be open from 8am to 6pm all year round providing access to a range of activities
- A menu of activities such as homework clubs and study support, music, dance, drama, sport etc
- Parenting support and family learning
- Swift and easy referral to a wide range of specialist support services such as speech therapy, CAMHS
- Providing wider community access to ICT, sports and arts facilities and adult learning.
Learning Network Boards
Barnet has established an Extended Services Team to take forward the plans for extending services in the borough. Four Learning Network Boards (LNBs) representing the four Learning Network areas take on the developmental work for extended services. These LNBs have a cross sector/multi-agency membership and are responsible for the following:
- Allocating funds
- Agreeing key priorities and criteria for funding extended services in schools
- Encouraging and developing partnerships between schools and other service providers
- Monitoring and reviewing extended services in schools
The LNBs give all stakeholders the opportunity to make decisions about the provision of resources in their area and help to develop professional partnerships.
Targets
Local Authorities have been set targets of:
- By 2008 – 50% of all primary schools and 33% of all secondary schools meeting the core offer
- By 2010 – 100% of all schools meeting the core offer
