Colindale AAP Submission Document

Delivering the Vision
After nearly two years of intensive work by Barnet Council and its consultants, and in partnership with key landowners, the Greater London Authority and Transport for London, the Council is now ready to publish the Colindale Area Action Plan (AAP) Submission Document.
The Area Action Plan Submission Document, which was endorsed by the Council's Cabinet on the 8th June 2009, will provide a framework within which 10,000 new homes built to high environmental standards will be delivered in the area, along with a new heart for the area to provide retail, commercial and community facilities, 1000 jobs and significant public transport and highways improvements. The Council's overall aim is to create a truly sustainable and well designed new community in Colindale.
What Happens Now?
The AAP Submission Document is being published for a statutory six week period ending on the 7th August 2009 during which representations by all interested parties can be made. The AAP Submission Document, together with these representations, will then be submitted to the Secretary of State who will arrange for an Examination in Public by an Independent Planning Inspector. This is expected to take place in the Autumn of 2009. The Inspector will examine the AAP against the established tests of soundness for Development Plan Documents and will provide a report detailing changes, if necessary, to the AAP which must be undertaken before it can be adopted as planning policy.
Following this process, it is intended that the AAP will be adopted early in 2010 to form part of Barnet’s Local Development Framework (LDF). It will provide the framework for the consideration of all planning applications in Colindale and will be a material consideration in the determination of planning applications. The AAP will be subject to ongoing monitoring and review.

The ‘Tests of Soundness’: Have we got it right?
In order for the Colindale Area Action Plan to be 'sound' the planning Inspector will decide whether it is:
- Justified
- Effective
- Consistent with national policy

Please note that the AAP has now reached an important statutory stage and if you wish the Inspector to consider your final comments these must be made on the prescribed representations form

What happens after I submit my representations?
The Council will be submitting the Colindale AAP Submission Document along with all representations received, to the Planning Inspectorate. The independent Planning Inspector will consider all comments at an Examination in Public, after this the Inspector will issue a report which may recommend changes to the plan. Those recommendations will be binding on the Council. The Council will then amend the Area Action Plan accordingly before formally adopting it.
