Contributions to Health Facilities from Development SPD
Consultation period: 29 January - 11 March 2009
In order to provide clear advice to developers on our approach to securing planning contributions (known as Section 106 agreements) for health facilities, we have prepared a Supplementary Planning Document (SPD).
The Contributions to Health Facilities from Development SPD has been prepared by the council working in partnership with the Barnet Primary Care Trust (PCT). The social, economic and environmental effects of the draft SPD have been assessed by a Sustainability Appraisal.
The draft SPD supplements the policies of Barnet's Unitary Development Plan (UDP), adopted in 2006, and the Mayor of London's, London Plan 2008 (Consolidated with Alterations since 2004) (external link), These documents collectively form the Development Plan for Barnet. The draft SPD does not introduce new policies. That is a role for Barnet's emerging Local Development Framework.
The consultation is primarily aimed at:
- Developers
- Architects
- Local residents
We are now seeking your views on the draft SPD and accompanying Sustainability Appraisal. The period for making your views known to us extends from Thursday 29 January 2009 until Wednesday 11 March 2009.
Stakeholder Consultation
The aim of this stakeholder consultation is for you to give us your views on the contents of the draft SPD and accompanying Sustainability Appraisal. The draft SPD sets out:
- How the council and Barnet PCT work together.
- How primary health care is delivered in Barnet.
- How modern health care is planned to be delivered in Barnet.
- The level of contributions expected from developers of residential schemes and how such contributions will be calculated.
- How we ensure that local residents in Barnet benefit from contributions to health facilities generated by this SPD.

Representations are invited on the draft document. Subject to the outcome of public consultation on the draft SPD the council will adopt this document as planning guidance in 2009.
