Granville Road Estate development

The tower blocks on the Granville Road Estate are the last remaining council-owned blocks, outside a regeneration area, that have not been improved.
Recent surveys have shown that significant work would be required to bring them up to the Government Decent Homes Programme standards and to undertake works to the structure of the blocks.
The Council has no money available for this in its current capital programme, so it has been looking at alternative means of paying for the work.
One way might be to redevelop parts of the estate to provide 'enabling' development, which would fund work on the blocks and also pay for enhanced parking and amenity space provision.
However, this raises a number of complex and sensitive planning policy issues, and for this reason a draft planning brief for the site has been drawn up.
This provides a framework and guidance on sustainable development and land use planning issues, and explains the proposals in the context of relevant national, regional and local planning policy.
