Unitary Development Plan (UDP)

Barnet's Unitary Development Plan (UDP) is a statutory document, the structure and basic content of which is set out by the government, but which is produced by the council.

  • The purpose of the plan is to provide a framework for the most efficient and effective use of land in Barnet, and the plan is put together in the public interest.
  • Planning law requires the council to consider both its UDP and the Mayor of London's London Plan 2008 (Consolidated with alterations since 2004) (external link) when it makes individual planning decisions.

The UDP comprises a two-part Written Statement and a Proposals Map.

  • Part I of the Written Statement contains the overall strategic policies for Barnet, which take into account national and regional planning policies.
  • The policies in Part I form the framework for the more detailed policies contained in Part II. These policies closely guide development and the use of land. There are illustrative maps throughout the body of the plan.
  • The Proposals Map identifies areas covered by specific policies - for example Green Belt and conservation areas - as well as any sites where development proposals exist.

Saved Development Plan policies

Why the council had to undertake this task

Barnet's current Unitary Development Plan (UDP) was adopted on the 18th May 2006. Under the Planning and Compulsory Purchase Act 2004, the policies within the document were automatically saved for a period of three years from the date of adoption. After this period, the council are obliged under the direction of the Secretary of State to ask for official approval to save policies in the UDP. The policies that are not saved will no longer be able to be used.The process is being undertaken in order to accommodate the new system of development plans that the Government has introduced, the Local Development Framework.

In saving policies the council was required to demonstrate that they were consistent with national policy and The London Plan (Consolidated with alterations since 2004) (external link).

Direction from the Secretary of State

In May 2009, the Government Office for London, under the direction of the Secretary of State directed the council to save certain policies within its adopted May 2006 UDP and delete others. The saved policies will eventually be replaced by Barnet's Local Development Framework. The extension of saved policies listed in this Direction does not indicate that the Secretary of State would endorse these policies if presented to her as new policy, it is intended to ensure continuity in the plan-led system and a stable planning framework locally, and in particular, a continual supply of land for development.

Deleted Policies

In line with the Planning and Compulsary Purchase Act 2004, the Local Development Framework requires local authorities to delete duplication of national and regional policies.This is a requirement from Central Government as the development plan already takes these policies into consideration when planning decisions are made.

The online adopted May 2006 UDP has now been updated to reflect which policies have been deleted.These are shown with a strike through line. All other policies without a strike through line are saved policies that will continue in operation unitil the introduction of the Local Development Framework.
