Review process
- In 1991, Barnet’s UDP became one of the first UDP’s to be adopted. However in 2000 the UDP had become out of date on a number of issues and the council started a review process.
- In July 2000, the council published its Deposit Draft UDP.
- After careful consideration of the responses, a revised version of the UDP, known as the Revised Deposit Draft, was published in March 2001. This showed the changes made to the Deposit Draft version.
- In January 2003 pre-inquiry changes to the UDP were published.
- In July 2002, the council published an additional UDP chapter on the area of Cricklewood, West Hendon and Brent Cross for consultation.. After careful consideration of responses.
- A revised version was published in January 2003 followed by Pre Inquiry Changes in January 2004.
- In Spring 2004, a Public Local Inquiry was held into objections to the Revised Deposit Draft UDP including the additional chapter on Cricklewood, West Hendon and Brent Cross.
- In November 2004 Inspector’s Report was published. This provides recommendations on each objection. In response to the Inspector’s recommendations,
- The council in June 2005 published post inquiry modifications to Barnet’s UDP. Following consideration of the responses.
- On 8 November 2005 the council agreed to adopt the UDP, pending any direction from the Secretary of State.
- On 15 December 2005 the Secretary of State directed the council not to adopt the UDP until modifications are made on affordable housing (Policy H5) and business car parking (Policy M14).
- On 31 January 2006, the council agreed to publish for consultation the modifications to the UDP following the Secretary of State’s direction.
- In April 2006, the Secretary of State confirmed that the council’s modifications met the requirements of the Direction.
- On 12 April 2006, the council agreed to publish a notice of intention to adopt. Notice of UDP adoption was published on May 18 2006, with 6 weeks to challenge the adoption in the High Court.
There was no challenge during the six-week period and the 2006 version is now the adopted Unitary Development Plan for the London Borough of Barnet, replacing the 1991 version.
The council has now commenced preparation of the Local Development Framework (LDF) under the new planning system. The LDF will replace the UDP as the development plan for Barnet.
