Pollution of controlled water courses is enforced by the Environment Agency North East Thames office. They can be contacted on 08708 506 506 to report pollution incidents.
Blocked Drains
The responsibility for blocked drains is shared between several different parties:
Council tenants
Council tenants with blocked drains should report it to the Housing Repairs Section on:

Home owners whose houses were built before 1937
All blocked sewers of houses built before 1937 should be reported to Thames Water Customer Services on:
- Tel. 08459 200 800
Home owners whose houses were built after 1937
Blocked sewers serving owner occupied premises built after 1937 are the responsibility of the owners of the buildings served by the sewer..
If this cannot be resolved amicably by neighbours the Environmental Health section can help ascertain responsibility for the problem.
If necessary statutory notices will be served to remedy the defects. Failure to complete the works can result in the Council carrying out the necessary works and charging the owners.
