Refuse and green waste information for developers

A resident using their green garden and kitchen waste bin, putting hedge prunings into the bin.As a waste collection authority, we have a duty to arrange for the collection of household waste and in doing so will also make provisions with respect to the size, construction and maintenance of the receptacles.

We provide a weekly collection of domestic refuse and green waste in the borough using wheeled bins. A standard bin for domestic waste is 240 litres in capacity and the cost of provision is at present £31. Additional domestic refuse bins will be charged at a higher rate to encourage residents to recycle more. An initial green bin is free of charge. However, we are now also able to provide one additional green bin to households which require one for a one-off cost of £51.

Planning and design guidelines

When planning and designing bin storage areas and hard surfaces the following guidelines should be adhered to. This will facilitate safe collection and protect the health and safety of collection staff when handling and loading bins.

  • 240 litre bins to be presented within one metre of the boundary
  • 4 wheeled containers to be presented within ten metres of the boundary
  • all bins need to be purchased through the council with a one off payment
  • maintenance and replacement through fair wear and tear will be the council's responsibility
  • footpath to be built wide enough to accommodate bins of all sizes, and dropped kerbs to be provided as necessary. See dimensions below
  • all bin sheds must have adequate storage capacity and space for manoeuvrability
  • in larger bin sheds lights to be installed for crew to avoid any hazards
  • wooden bin sheds or doorframes need metal protection to minimise any damages
  • council to be indemnified against any damage to road surface and under ground apparatus before bin delivery and collections if roads are not adopted
  • a letter of indemnity should follow request confirming that the Council will not be held liable for any accidental damage
  • access and turning circles, length, width, height and weight of the vehicles need to be considered at the design stage. Turning circle 18.5m to 21m; length 9.25m plus 1m for bin lift; width 2.53m, height 3.4m and gross weight 26 tonne
  • the walking distance of the crew to collect and return bins should not exceed ten metres from the collection point.
