Resident permits

Resident permits are issued to residents living within a Controlled Parking Zone (CPZ) and allow the holder to park in a Resident Permit Holders Only or Permit Holder Only parking place during the controlled hours. The permit can only be used where the zone letters on the permit are the same as the letters on the signs.

To apply for a resident permit you will need to send us a completed application form, proof of residency, and proof of vehicle ownership. Please send copy documents by post. We do not have a public counter.

A maximum of three permits can be brought for each separate postal address. Shared accommodation where rooms are rented out are considered to be one address.

The annual cost for the first resident permit is £40. A second or third permits costs £70.

If applications from a single address are sent in separately then the first application received will be charged £40 and the second and third £70.

If a vehicle is electric, petrol-electric hybrid, LPG (liquefied petroleum gas) or similar, the permit cost (first second or third) is £15. Documents submitted must include proof of fuel type to qualify.

Proof of residence

Proof of residence must show the current name and address of the applicant and may be any one of the following:

  • Recent utility bill (within the last six months) - gas, electricity, water or land-line telephone, (not a mobile phone bill);
  • Council or housing association rent book;
  • A valid flat or house contents insurance policy;
  • Benefits or pension book;
  • Current Council Tax bill;
  • Tenancy agreement;
  • Recent (within the last six months) bank or building society statement.

Proof of vehicle ownership

Proof of vehicle ownership may be any one of the following:

  • Vehicle registration document showing the same name and address as the proof of residence
  • Insurance document showing the applicant as the main policy holder with the vehicle insured at the same address as the proof of residence,

Company, leased and hire vehicles

  • Applicants with a company car must submit a recent signed and dated letter from their employer stating that: the applicant is an employee of the company, the vehicle registration number, and the address where the vehicle will be kept;
  • Applicants with a long-term lease or hire vehicle must provide a copy of the agreement showing the same address as their proof of residence.

New residents

If you have recently moved to Barnet and cannot provide the information requested above; please provide one document of the proof from the two categories below.

  • Proof of residence - documentary evidence of completion of  purchase  of the property.

    And either:
  • A temporary insurance cover note for the new address and your vehicle registration document at your previous address, or;
  • Vehicle insurance confirming the applicant as a named driver.

Q: What happens if I change my vehicle?

  • If you have changed your vehicle you must not alter your existing permit.
  • Instead you must return your original permit, together with one of the following documents as proof of vehicle ownership (see above for accepted forms of proof).
  • The first change is free of charge, any subsequent changes for the same permit will cost £10.
  • Please contact us to arrange temporary dispensation before you return your old permit.

Q: Where can I park with a resident permit?

  • You can park in a designated "Resident Permit Holders Only" or "Permit Holders Only" parking place during the controlled hours.
  • However, make sure that the same letters displayed on the permit appear on the signs
  • The parking places are not divided up into individual spaces.
  • You must park your vehicle so that the wheels are wholly within the bay markings.
  • Parking places may be suspended by any person authorised by the Council or the police - do not park in a parking place where the signs indicate it is suspended.
  • Buying a parking permit does not guarantee that a parking space will be available.

Q: Where do I display my permit?

  • Place your permit on the passenger side of the vehicle windscreen next to your tax disc.
  • You are responsible for making sure that your permit can be seen clearly at all times.
  • The permit is the same size as a tax disc and standard holders can be used for this.

Q: What happens if I lose my permit?

  • If your permit has been lost or destroyed you will have to pay an administration fee of £10 for a replacement permit.
  • Your replacement permit will show the same expiry date as your previous permit.

Q: What happens if my permit is stolen?

  • If your permit is stolen and you provide a Police crime reference report including the crime reference number, we will issue you with a new permit free of charge.
  • Your replacement permit will show the same expiry date as your previous permit.

Q: What happens if I no longer need my permit?

  • If you no longer need your permit or are no longer eligible for your permit you must return it to us for a refund.
  • We will calculate the refund from the date the permit is received in the office and it will include the number of remaining full months.
  • If we have to cancel your permit because of fraud or misuse then you will not be eligible for a refund.
  • We do not give refunds for temporary (three-month) permits.

Q: How do I renew an existing permit?

  • If you already have a permit you should receive a renewal letter three or four weeks prior to the expiry of the permit informing you how to renew your permit.
  • If you wish to renew your permit for another year, please return the renewal letter enclosing either a cheque or postal order (made payable to the 'London Borough of Barnet'). Please do not send cash.
  • Alternatively, you can call the Automated Permit Line on: 0845 130 99 88, 24 hours a day and renew your permit with a credit/debit card. Please note we do not accept Visa Electron or American Express.
  • To renew your resident permit via the Automated Permit Line you will need your unique permit number, which will be of the form 00000#####2 - this is shown on your renewal letter.

Q: Do I need to purchase a resident permit if I have a valid blue (disabled) badge?

  • No, if you have a valid blue (disabled) badge you may park in any of the designated "Resident Permit Holders Only" or "Permit Holders Only" parking places during the controlled hours
  • You are responsible for making sure that you display your blue badge clearly.

Q: What happens if I change of address?

  • Moving within a Controlled Parking Zone - as long as the property is within the same zone you can continue to use your permit but must let us know (see above forms of accepted proof of residency).
  • Moving to a new Controlled Parking Zone - if you move to a different property within another zone you must not alter your permit.
  • Instead you must return your original permit, together with proof of residency.
  • Please contact us to arrange temporary dispensation before you return your old permit.
