Abnormal loads

The movement of large or heavy loads and cranes across the borough is permitted on roads owned by Barnet Council provided they comply with government regulations.

These large or heavy loads are generally referred to as 'abnormal loads'.

Should a haulier wish to transport  an abnormal load, (e.g. a vehicle having a gross weight greater than 40 tonnes, or a long or wide load), then they must notify the police and gain their consent prior to the movement taking place.

In addition, if the gross weight or axle weights exceed those specified on the Construction and Use Regulations, then contact must be made to notify the Highway Authority and all bridge owners along the proposed route (e.g. Network Rail), and indemnify them against possible damage caused by the movement.

Hauliers

The haulier responsible for moving the abnormal load is responsible for any problems that might be caused as a result of the abnormal load movement. Hauliers must notify Barnet Council, in advance, of any abnormal load movement and indemnify the council against any problems that might occur as a result or damage which might be caused to the highway infrastructure.

The notification must include the following details:

  • where the load is moving from
  • the destination address
  • height and width of the load
  • axle weights
  • axle spacing
  • nature of the load

The haulier must survey the route in advance of notification to ensure it is suitable in respect of width and height clearances, long term roadworks etc. The Council will also check the route for any conflicts with road and bridge restrictions and advise the haulier accordingly.  

Notice Periods

The law requires the haulier to give a minimum of two clear days notice to the Police, Highway Authority and bridge owners before moving the load.

The notice period for loads over 150 tonnes, 6.1 metres wide or 27.4 metres long is different and hauliers moving such loads need special orders from the Department of Transport. 

Overloaded vehicles

It is illegal to overload or load vehicles in a way that makes them insecure or unsafe on the road. These are not classed as 'abnormal loads' and are therefore not the responsibility of the council to regulate. The police may prosecute anyone responsible for such vehicles on the road.
