From 2 April 2013, the new leadership arrangements for the authority, following last year's review of senior management, went live. The transition to a strategic commissioning approach represents the next stage in a carefully planned evolution, away from the traditional model of providing services ‘in house’ through a number of directorate silos, to a ‘mixed economy’ of services with the aim of securing the best deal for residents.
