Documents to support your application
Proof of residency
If you’re applying for a parking permit, you’ll need to provide one of these documents as proof of residency:
- a utility bill from the last 6 months - gas, electric, water or landline telephone (not a mobile phone bill)
- council or housing trust rent book
- a valid flat or house contents insurance policy
- benefits or pension book
- current Council Tax bill
- tenancy agreement
- bank or building society statement from the last 6 months
If you’ve recently moved to Barnet and can’t provide proof of residency then you need to show a letter of completion on a newly purchased property from a solicitor. This letter must state that the transaction has been completed and isn’t set for completion at a future date.
Proof of vehicle ownership
You can prove you own your vehicle with a vehicle registration document, also known as a log book. This document must show the same name and address as the proof of residence.
You can’t use the ‘new keeper supplement’, also known as the V5C/2, as proof of vehicle ownership.

You can use your insurance schedule as proof of ownership if it shows you as the main policy holder and the vehicle is insured at the same address as the proof of residence. You can’t use a certificate of motor insurance as proof.
If you have a company car, you must have a recent dated and signed letter from your employer stating:
- you’re an employee of the company
- confirming the vehicle registration number and the address where the vehicle will be kept
Lease or hire vehicles
If your vehicle is on a long-term lease or is a hire vehicle, you must provide a copy of the agreement showing the same address as the proof of residence.
If you’ve recently moved to Barnet
You can show a motor insurance schedule that shows you as the main policy holder with the vehicle insured at the same address as the proof of residence.
