Council tax - student discount
This form may be used to apply for a reduction in your Council Tax due to one or more occupants of the property being a full-time student. If all the adult occupiers of the property are full-time students, then there is a full (100%) exemption applicable. If all but one of the adult occupants are full-time students, then a 25% discount is applicable and the non-students would be liable for the residual amount. If more than one of the adult occupiers of the property are non-students then no reduction is applicable and a full charge is payable by the non-student occupants.
In order to qualify a student must be:
Attending a university or college course which lasts for at least a year, takes at least 24 weeks a year and involves at least 21 hours of study per week during term time, or under the age of 20 and studying for more than 3 months and at least 12 hours per week for any qualification up to A level, ONC or OND standard. Evening classes or courses taken in connection with a person’s job, such as day release, are not included.
As part of the application process you will be required to upload a council tax student certificate for each student occupier - these should be obtained from the educational establishment which they attend.
No reduction can be applied without a valid certificate for each student occupier, and the full charge remains payable until these are provided. Please see the students page in the council tax section of the website to determine what types of courses would qualify as full-time for council tax purposes.
