Barnet Community Infrastructure Levy Charging Schedule Consultation

Barnet's Community Infrastructure Levy was approved at Full Council on 16 April 2013.
Barnet CIL Charging Schedule has now been published (Link), and will be adopted on 1 May 2013. All planning applications decided on or after that date will be subject to the charge.
Barnet will adopt the same Instalments Policy as the Mayoral CIL Charging Schedule, and will provide Exceptional Circumstances Relief. The Regulation 123 List is available here, and the Charging Schedule: Supporting Document provides further information on setting the Barnet CIL rate.

The Community Infrastructure Levy Draft Charging Schedule Examination
This took place on 21 December 2012 at 10:00AM in Committee Room 2, Barnet House, 1255 High Road, Whestone, N20 0EJ. Our Examiner was Geoff Salter.

Statement of Modifications
The London Borough of Barnet made a number of modifications to the consultation document prior to submitting to the Planning Inspectorate on 5 November 2012.
In accordance with Regulation 11 and 19 of the Community Infrastructure Levy Regulations (as amended) 2010, the Council have issued a Statement of Modification which details the changes made.

Regulation 21 provides a Right to be Heard at the Examination by the Examiner in relation to the modifications. Request in writing to the CIL Program Officer closed at 5:00 PM 3 December 2012.

Preliminary Draft Charging Schedule
The consultation for the Preliminary Draft Charging Schedule ("PDCS)" took place on 12 March 2012 - 23 April 2012. Aside from support provided through telephone and email conversations, the Council ran a Developers Forum on 27 March 2012 and a further session for Regeneration Partners on 18 April 2012 to assist developers to adjust to Mayoral CIL and to respond to the PDCS consultation. Space for questions to be asked and answers given was therefore available throughout the consultation period to assist local developers to understand CIL and how the system will operate.
In compliance with Regulation 15(7) the Council has considered all representations made in response to the Preliminary Draft Charging Schedule published in March 2012, and changes have been made where appropriate.
