Brent Cross Cricklewood UC4 (Zone BA extension) – experimental CPZ consultation

Background

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses and their visitors and customers. These systems are called Controlled Parking Zones

In March 2024, after 12 months of consultation we made the first phase of the CPZ permanent, which covers Brent Terrace, Clitterhouse Crescent, Clitterhouse Road and a section of Claremont Road NW2. This was implemented to address existing parking issues and prevent non-resident parking in the area. More information

Barnet Council has monitored the impact on parking through surveys that took place in November 2023, June 2024 and August 2024. The results of the surveys collectively show that there has been an increase in the levels of parking on most of the roads in the area.

Roads covered by the survey The survey identified the following:

  • The busiest road in the area In November 2023 is Clitterhouse Road with parking stress in both the Weekday and Weekend.
  • There was parking stress in Prayle Grove at the Weekday and in Wallcote Avenue at the Weekend in November 2023.
  • There was parking stress in Prayle Grove at the Weekend in June 2024.
  • Parking levels remain high in UC4 remainder without parking controls but there seems some improvement overtime in the streets within the existing Zone BA. This may be due to the free permits ending in June 2024 and those not wishing to pay for permits parking outside the zone where there are no controls increasing pressure in these areas.

In March 2025, we wrote to 756 residents and businesses inviting them to have their say on introducing a CPZ on their road, and what hours of restriction they would like to see. During our one-month consultation, 163 people visited the online consultation, and we received a total of 28 responses (online, paper and telephone responses). Full results

What we are proposing

We have reviewed all the comments received during the informal engagement and to address the majority of residents’ parking issues, it has been agreed to progress with the implementation of an experimental (trial) to extend the existing  BA Zone CPZ. The experimental CPZ will come into operation on Monday 15 December 2025.

When and how the scheme will be implemented

Implementation of the scheme will start in December 2025. This will include ‘permit holders past this point’ entry signs at the beginning of the ECPZ area, instead of marked bays. This helps maximise as much space as possible for permit holders within an area. Disabled parking places have been provided in suitable locations, as well as pay by phone bays.

Residents with properties within the Brent Cross Cricklewood UC4 (BA Extension) CPZ area, that meet the correct criteria will need to apply for a parking permit or visitor parking permits. Your zone identifier code will be BA for residents and BAZ for business permit holders.

In line with neighbouring zones recently implemented, (BA: Clitterhouse Crescent, Clitterhouse Road and a section of Claremont Road), the parking controls will be operational from Monday to Sunday, from 9am to 6pm.

The scheme will be implemented for a period of up to eighteen months, comments, received during the first six months will constitute as the statutory consultation.

What happens after the consultation closes?

The council will use the consultation findings to inform our final decision. We will publish the results of the consultation, our decision and how we are acting on the results of the consultation on this web page by 30 September 2026.
