Background
We are consulting on our proposed schedule of fees and charges for services to be implemented from January 2026.
The fees and charges include services provided by the council ranging from leisure to commercial waste services and highways to planning services amongst other chargeable services. They are split into two types:
- Executive Fees and Charges are typically charges that are discretionary in nature and the council are not obliged to provide the service. These fees are generally aimed at cost recovery and are supported by Section 93 of the Local Government Act 2003, which provides the power to charge for discretionary services.
- Non-Executive Fees and Charges include those prescribed by statute are set by legislation.
Where fees have increased, the majority are increasing by up to a maximum of 3.8%, in line with inflation (July 2025 CPI) or full cost recovery.
We want to give residents and businesses the opportunity to have their say on our proposed fees and charges before they are finalised.

What happens after the consultation closes?
The findings from the consultation will be reported to and considered by the Cabinet Member for Financial Sustainability before final approval. The Fees and Charges Schedule 2026/27 will be implemented from 1 January 2026.
