Council Tax Discretionary Relief (CTDR) is intended for customers who are suffering from hardship due to exceptional circumstances who require help to meet their Council Tax liability.
It is only used for short term assistance and is made at the council's discretion in cases where it considers that extra help with council tax liability is needed.
In order to be eligible for Council Tax discretionary relief, you must:
- Be the person responsible for paying the Council Tax and
- Demonstrate that you need financial help in order to pay your Council Tax and are actively taking steps to address your financial hardship.
- CTDR cannot be used to help with housing costs.
The application enables you to apply for Discretionary Housing Payment (if you are claiming housing benefit or Universal Credit with Housing Costs towards rental liability and need further help with your rent) as well as Council Tax Discretionary Relief.
