Council managed or owned properties - Legionella, rodents and treatments

Please provide all information your authority holds from 1 January 2015 to the date you respond that relates to the following, specifically for properties, estates, blocks or sites where the council (or council-managed / council-owned providers) operate or maintain:1. **LEGIONELLA / LEGIONNAIRES DISEASE** a. Records of any confirmed Legionnaires disease cases attributed to council-owned or council-managed communal water systems, including date, address/site name, and number of cases. b. All positive Legionella test results (microbiology/sample results) for communal cold-water storage tanks, tank outlets, tank overflow, plant-room pipework, distribution points, and heat network-related water systems. c. Records of any risk assessments, investigation reports, correspondence with Public Health teams, and any remedial works undertaken as a result of positive Legionella findings.2. **RODENT / RAT CONTAMINATION** a. Reports, complaints, site inspection records, pest-control reports, contractor invoices or remediation works regarding rats or rodent contamination in district heating plant rooms, communal plant rooms, or communal cold-water tanks. b. Any internal escalation emails, service requests, photos, or meeting minutes referring to 'rat contamination' or 'rodent contamination' of communal water systems or heating plant.3. **DISTRICT / COMMUNAL HEATING NETWORKS - INCIDENTS & CONTAMINATION** a. Any incident logs or service reports where a district heating system, heat network, or plant room was closed, isolated, decommissioned or subject to remedial action due to contamination (biological, vermin, chemical, or structural). b. Any records of burst pipes, tank breaches, overflow events or structural failures that could cause water contamination.4. **TREATMENT PROCESS (NEW SECTION - PLEASE DISCLOSE IN FULL)** Please provide full details of ALL **treatment processes** applied following: - positive Legionella results, - suspected contamination, - confirmed rodent contamination, - inspection findings requiring corrective action. This should include: a. Exact treatment method(s) used (e.g., thermal disinfection, chlorination, shock dosing, chemical treatment, tank cleaning, filtration). b. Chemicals used, including concentrations, dosing levels, duration of treatment, safety controls and COSHH documentation. c. Contractor method statements, instructions, or scopes of work relating to the treatment. d. Dates and locations where treatments were applied. e. Post-treatment testing results, verification samples, microbiology reports, or sign-off documentation confirming water safety. f. Any repeated treatments, failures, re-tests, or escalations where the first treatment was not successful. g. Internal or contractor guidance documents relating to treatment protocols.5. **FORMAT OF RESPONSE** - Please provide data in machine-readable format where possible (CSV or Excel). - If you withhold any information under exemptions, please provide a schedule of withheld items and the exemption(s) relied on, with a brief explanation. - If this request is too broad, please provide priority items first (incident reports, treatment details, laboratory results) and advise of any refinement needed.
