Pay-by-Phone Parking Scheme at Pennine Parade (Shop 11)

I am writing as the xx at Pennine Parade, NW2, to raise a formal objection to the proposed Pay-by-Phone-only parking scheme in this area. This proposal will have a damaging and disproportionate impact on my business, my customers, and the wider local community. As a takeaway business, we rely on rapid short-stay access for customers collecting food and for delivery drivers. Introducing a paid, phone-only parking requirement will significantly reduce footfall, restrict access, and jeopardise the viability of my business. I also wish to highlight that a phone-only system disproportionately affects elderly customers, those without smartphones, low-income residents, and people with limited English. Under Section 149 of the Equality Act 2010, the Council must demonstrate that these groups have been properly considered and that reasonable alternatives have been provided. To date, there is no evidence of this. Further, the scheme appears inconsistent with the Council's obligations under the Traffic Management Act 2004, which requires measures to facilitate traffic flow and support local economic vitality. Restricting the only convenient parking spaces for a parade of small, independent businesses directly contradicts that duty. I request formal disclosure of the following documents used to justify this proposal: *the Equality Impact Assessment (EIA)*traffic and parking usage data*consultation records*economic impact assessments on local businesses*justification for implementing a phone-only payment model For the reasons above, I strongly oppose the implementation of this scheme and urge the Council to reconsider before causing long-term harm to Pennine Parade's business community.
