Under the Freedom of Information Act 2000, I am requesting information regarding all "Parklet," "Pavement Widening," "Footway Build-out," and "Hospitality/Al Fresco" measures implemented on the public highway between 1 January 2020 and 31 January 2021.This request specifically covers measures funded or implemented under the "Town Centre Streetspace Fund," the "Emergency Active Travel Fund," or any associated Experimental Traffic Orders (ETOs) intended to facilitate social distancing or business recovery.Please provide the information in a spreadsheet format (Excel or CSV) containing the following four specific categories:1. Master List of Installations A complete list of all sites where highway land (including parking bays, loading bays, or carriageway) was repurposed for planters, seating, or footway widening between the dates specified above. For each site, please provide:Street Name and Postcode/Coordinate.The specific Experimental Traffic Order (ETO) number or Pavement License reference number used to authorise the installation.The date of installation.2. Sites Restored to Original Layout From the list in Item 1, please identify which sites have been fully removed and restored to their pre-2020 layout (e.g., parking bays reinstated).Please provide the exact date of removal for each of these sites.3. Sites Retained WITH Active Agreement From the list in Item 1, please identify which sites remain in situ as of the date of this request and are covered by a valid, current legal agreement.For each site, specify the current legal mechanism for its retention (e.g., a permanent Traffic Regulation Order (TRO) number, or a Section 115E Highways Act license).If retained via a license to a business, please provide the expiry date of the current license.4. Sites Retained WITHOUT Current Agreement From the list in Item 1, please identify any sites that remain in situ (highway obstructed/parking removed) but where:The original Experimental Traffic Order (ETO) has expired (exceeded 18 months) without being made permanent; ORThe Pavement License has expired and not been renewed; ORNo formal maintenance or liability agreement currently exists between the Council and a third party.If you are unable to answer any part of this request due to cost limits, please prioritize Item 4 and Item 3.
