Freedom of Information Request

e-bikes/e-scooters blocking pavements

Received: 21 January 2026

I'm writing from the xx with a Freedom of Information request (under the Freedom of Information Act 2000).Please could you tell me how many complaints you have received about dockless e-bikes or dockless e-scooters blocking pavements, paths, or public walkways. Please provide this data for three years, separately: 2025, 2024, and 2023.By 'dockless e-bikes and e-scooters' I mean electric bikes or electric scooters that are part of an council-approved scheme" or "council-approved rental service, and do not have to be wheeled into a particular dock once the rider is finished (e.g. Lime, Voi, and Forest bikes and scooters all fall into this category.)Please interpret 'complaints' in the broadest sense - I mean any recorded complaint or objection made from a resident or business, over email, over the phone, or via an official council complaint portal. If getting data for all three of those years would take too much time, please provide as much data as you can, starting in 2025 and then going backwards.
