Underhill South CPZ - Parking Stress Survey Raw Data and Methodology

I am writing to request information under the Freedom of Information Act 2000 and/or the Environmental Information Regulations 2004 relating to the parking stress surveys undertaken for the proposed Underhill South Controlled Parking Zone (CPZ).This request relates to the original CPZ proposal area comprising approximately 42 roads (not only the roads ultimately included in the experimental CPZ).1) Raw parking stress survey data (road-by-road, time-by-time)For each road surveyed within the original Underhill South CPZ proposal area, please provide the raw survey data recorded at each survey point, for each of the following dates and time windows:Survey dates:*Tuesday 1 October 2024*Thursday 3 October 2024*Saturday 5 October 2024*Tuesday 8 October 2024*Thursday 10 October 2024*Saturday 12 October 2024*Saturday 26 April 2025*Tuesday 29 April 2025*Thursday 1 May 2025*Saturday 10 May 2025*Tuesday 13 May 2025*Thursday 15 May 2025Survey times:*08:00-09:00*11:00-12:00*15:00-16:00*17:00-18:00*20:00-21:00For each road, date and time slot, please provide:a) Total number of marked and unmarked parking spaces countedb) Total number of vehicles observedc) Calculated occupancy percentage (if recorded)d) Any recorded classification of vehicle type (e.g. car, van, motorcycle)e) Any recorded classification of resident category (if such categorisation was undertaken)f) Any notes or observations recorded by surveyors (including comments on unusual conditions, events, school activity, hospital activity, construction works, etc.)2) Methodology and assumptions used to interpret parking stressPlease provide:a) The methodology document, guidance, or internal protocol used to conduct and interpret the parking stress surveys.b) Any internal thresholds or criteria used to define 'parking stress' (e.g. 60%, 70%, 80% occupancy).c) Any internal guidance on how survey results are translated into CPZ operating hours (e.g. justification for all-day controls versus time-limited controls).d) Any analysis undertaken to distinguish between time-bound parking demand (e.g. school drop-off/pick-up, hospital shifts) and sustained all-day demand.e) Any analysis undertaken to identify the likely source of parking demand (e.g. residents, commuters, hospital users, school-related activity) given that vehicle ownership was not recorded.3) Evidence used to justify CPZ operating hoursPlease provide:a) Any reports, briefing notes, officer recommendations or decision documents that specifically address why operating hours of Monday-Saturday, 08:00-18:30 were considered proportionate for the Underhill South CPZ.b) Any comparative analysis of alternative options considered, such as shorter or time-limited controls aligned to peak demand periods (e.g. school or hospital-related peaks).c) Any equality, environmental, or proportionality assessments that considered whether long operational hours were justified by the temporal distribution of parking stress.4) Data relating to roads excluded from the experimental CPZFor the roads originally proposed but later excluded from the experimental CPZ, please provide:a) The parking stress data for those roads (as requested above).b) Any internal analysis explaining why those roads were removed from the experimental scheme despite being included in the original proposal.c) Any assessment of anticipated displacement effects into those roads following implementation of the experimental CPZ.
