CPZ equality impact analyses

The Initial Equality Analysis (EIA) for S3 - Controlled Parking Zones (CPZs) outlines that CPZs "May impact upon those on a low income who may be affected by implementation of parking controls in their area meaning that a permit is required to be purchased to park a vehicle in on street permit holder bays".It further outlined that "Proposals are not yet finalised and therefore it is not known at the present time if there would be an adverse impact upon particular income groups. It is also noted that there are associated benefits to the introduction of parking controls such as safety and less congestion."In February 2026, the London Assembly Transport Committee published a report that recommended a refresh of data on the travel patterns and needs of different user groups and recommended new process for reviewing accessibility and equality issues at an earlier stage of a project than the current Equalities Impact Assessment method. That report included a quote from the United Cabbies Group:'Transport planning often considers the needs of disabled or older passengers as an afterthought with Equality Impact Assessments being treated as tick box exercises by TfL and the boroughs not looking to really mitigate the impact and have due regard to the Equality Act."Please outline specifically what engagement has taken place with organisations representing the interests of those on low incomes, housing associations, schools, those representing elderly people and other relevant stakeholder groups in advance of implementation of the Underhill South CPZ?
