Parking Stress Survey Capacity Methodology (Underhill South eCPZ)

I am writing to request information under the Environmental Information Regulations 2004 in relation to the parking stress surveys undertaken for the Underhill South experimental Controlled Parking Zone.Having reviewed the parking survey spreadsheets provided in response to FOI reference 16468333, I would like clarification of the methodology used to determine parking capacity on individual streets.Please provide the following information.1. Capacity calculation methodologyThe detailed methodology or guidance used by surveyors to determine the number of parking spaces counted as 'capacity' on each street, including:*the assumed space length used when calculating parking capacity*rules for excluding sections of carriageway*the criteria used to classify a road as 'narrow' and therefore count parking on one side only*rules applied for driveway crossovers*rules applied for junction clearance distances.2. Annotated capacity plansFor each of the following roads included within the Underhill South eCPZ:*Chesterfield Road*Dexter Road*Dormer Close*Edwyn Close*Greenland Road*Howard Way*Jarvis Close*Juniper Close*Matlock Close*Niton Close*Nupton Drive*Sampson Avenue*Sellwood Drive*Shelford Road*St Anna Road*Stanhope Roadplease provide the annotated survey plans or working drawings showing the exact lengths of road counted as parking capacity and the sections excluded from capacity calculations.3. Treatment of vehicles parked outside counted capacityPlease confirm whether vehicles observed parked in locations classified as having zero counted capacity were included in the vehicle totals used to calculate parking stress percentages.4. Roads showing parking above counted capacityFor the following roads where survey spreadsheets indicate parked vehicles exceeding counted capacity in multiple survey periods:*Jarvis Close*Greenland Road*Sellwood Drive*Matlock Close*Shelford Roadplease confirm whether these vehicles were considered:a) legally parked vehicles contributing to parking stress,b) obstructive or illegal parking, orc) a mixture of both.5. Interpretation of over-capacity parkingPlease provide any internal guidance used by officers when interpreting parking stress where the observed number of vehicles exceeds the calculated capacity for a road.Please provide the information electronically.
