PCN's - Car cloning ' Where criminals use another vehicle's identity/registration plate to disguise the identity of their own

I am seeking the following information under the Freedom of Information Act 2000. The data I would like to request covers on and off-street car parking where the council is responsible for the issuing of Penalty Charge Notices (PCNs).
My request is based on the issue of car cloning ' where criminals use another vehicle's identity/registration plate to disguise the identity of their own.
Below I have outlined the data fields I'm interested in and I'd like to request the data for the 12 months from 1 April 2018 to 31 March 2019. If possible, I'd like the data to be broken down by month-by-month to show:
1) How many PCNs were issued by the council over the past financial year?
2) How many PCNs were cancelled by the council on the grounds the vehicle was cloned over the past financial year?
3) How many PCNs were cancelled by the council on the grounds the vehicle was cloned over the past five years?
I would like this information as a data set (ideally Microsoft Excel). If some parts of this request are easier to answer than others, I would ask that you release the available data as soon as possible. If you need any clarification, please do not hesitate to contact me. Under Section 16, it is your duty to provide advice and assistance and so I would expect you to contact me if you find this request unmanageable in any way.
