carbon offset payments

I would like to please know the following, under FOI / EIR, with regard to the London Plans 2016 and 2021.

These state that all new major residential developments should be 'net zero carbon' - and to achieve this they should reduce their carbon dioxide emissions by a certain percentage on site and the remaining emissions, to 100%, are to be offset either off site or via a cash-in-lieu payment to the local authority.

1, How many major* residential developments that submitted their planning application after 1 October 2016 have been given planning permission? Please exclude any projects that were granted permission after 20 April 2021.

*generally considered to be those developments with 10 or more units

2a, Of these, how many have achieved or will achieve net zero carbon emissions on site?

2b, How many have made up or will make up the shortfall by reducing emissions off site?

2c, And how many have opted or will opt to instead pay a carbon offset to the council?

2d, How many have done none of the three options listed in 2a, b and c, and why?

3, How much money has the council collected since 1 October 2016 in carbon offset payments from developers?

4, How much of this fund has the council already spent and on what? I would please like this broken down into amounts spent on different individual projects, and what environmental or other benefits these are intended to have

5, How much of this fund is the council intending to spend, and on what? I would please like this broken down into amounts designated for different individual projects, and what environmental or other benefits these are intended to have

6, If your local authority has not spent any of the money, why not?
