Council vehicles road usage charges

I am writing on Wednesday 4 May to make an open request for all the information to which I am entitled under the Freedom of Information Act (FOI) 2000. In order to assist you with this request, I am outlining my query as specifically as possible. If you feel that this request is too wide or too unclear, I would be grateful if you could contact me, as I understand that under the Act you are required to advise and assist requesters.

If any of the information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

Assuming your council holds the requisite data for these questions, if this FOI request exceeds the cost/hours limitation of an individual request, please answer as many questions as possible, prioritising question 1, then question 2, then question 3, then question 4.

My questions are as follows:

1. How many times has your council paid the Ultra Low Emission Zone charge as a result of non-ULEZ-compliant vehicles owned by, leased by or otherwise under the stewardship of the council entering the ULEZ since the zone's introduction in April 2019? Please break this data down by calendar month and year if possible. Please also indicate how many vehicles your council has registered with Transport for London's Auto Pay system, if possible.
2. Since the introduction of the ULEZ in April 2019, how many times have non-ULEZ-compliant vehicles owned by, leased by or otherwise under the stewardship of the council incurred penalty charges for entering the ULEZ without the ULEZ fee being paid? Please break this data down by calendar month and year if possible. Please also indicate, if possible, what the average cost of a penalty charge was.
3. If possible, please tell me: since November 2019, how many times have vehicles owned by, leased by or otherwise under the stewardship of the council incurred a penalty charge for driving on a road that a Low Traffic Neighbourhood prohibits it from using? Please break this data down by calendar month and year if possible. Please also indicate, if possible, what the average cost of a penalty charge was.
4. If possible, please tell me: how many Penalty Charge Notices (issued for any reason) have been incurred by vehicles owned by, leased by or otherwise under the stewardship of the council since January 2017. Please break this data down by calendar month and year if possible. Please also indicate, if possible, what the average cost of these penalty charges was. Please also tell me, if possible, what the top five most common reasons were for these Penalty Charge Notice being issued, providing the total number of PCNs for each of these five reasons.
