Street naming signage and cyclical highways inspection audit

I am making a request under the provisions of the above primary legislation and regulations, whichever one is considered most relevant to the request, for the release of the following internal information within the London Borough of Barnet.
1. A copy of your internal operational guidelines/instruction manual(s)/staff instructions and guidance/policies and procedures/health and safety directives and anything else considered relevant to the subject request, which is, the design/naming/placement/physical support/annual budget/repair costs/auditing and regular maintenance of permanent street name signage within the London Borough of Barnet. This request does NOT cover information relating to any form of directional, building, warning or other street signage, or any pavement/walkway/roadway/highway maintenace matters and any related funding issues. ONLY information relating exclusively to street name signage is the basis of this request.
2. A copy of the latest internal London Borough of Barnet 'cyclical highways inspection' audit. I am interested, at this stage, in the section of the audit relating to street name plates/signage ONLY. However, if there should be no such discrete section of the latest audit that can be released can you please let me know in advance so I can decide on how best to proceed. Again, no other information is requested such as that relating to pavements/roads/highways etc.
If you can identify any ways that my request could be refined, I would be grateful for further advice and assistance. If you have any queries don't hesitate to contact me via e-mail and I will be more than happy to clarify what I am asking for and discuss my request. Please note that my request is primarily for the release of copies of original documents, in what ever form is considered most appropriate, and as covered by the relevant legislation/regulations.

For Q1 you asked for a copy of internal operational guidelines. The updated LBB Highway Infrastructure Safety Inspection Manual (HISIM) Final was signed off on 8 March 2022 by the Environment and Climate Change Committee (Item 9.), details can be found here

I have extracted the relevant sections in the attached document that relate to the management of street nameplates for ease of reference.

I can confirm that the information is held but we are unable to provide as to do so would exceed the cost limit per request.

The Highways service only record of street name plate inspection if the street name plate were found to be damaged, the Highways Officer only records defects in the 'cyclical highways inspection' audit..

There is no separate street name plate inspection as it is included within the 'cyclical highways inspection' audit.

S12 Exceeds Cost Limits
We are refusing your request under section 12 because we estimate that compliance with your request will exceed the "appropriate limit" under section 12. The appropriate limit is £450 which is equivalent to 18 hours at £25 per hour. The per hour figure is set by Regulations rather than actual salary paid to any officers handling requests.
