Ofsted inspectors have recognised the work of Barnet Council’s experienced and motivated personal advisors (PAs), citing the “kind and consistent support” PAs provide for young care leavers as they transition to adulthood and independence.

While Ofsted identified some areas for improvement, including planning for a small number of care leavers moving into independent accommodation, the report recognised the council’s commitment to addressing these challenges and strengthening support.

Ofsted’s comments follow a ‘focused visit’ by inspectors in November. Overall, inspectors highlighted the wide range of council services that are helping care leavers move successfully into adulthood, and that a more coordinated approach is developing for young people who are particularly vulnerable.

The Ofsted report highlights positive feedback from care leavers themselves, and states that: “Young people who spoke with the inspectors were overwhelmingly positive about the support they receive from their social workers or PAs, describing their experiences as 'perfect' and ‘amazing’.”

The report also noted the benefits of Barnet’s dedicated care leaver hub, opportunities for young people to shape services, and access to health and therapeutic support.

Cllr Coakley Webb, Cabinet Member for Family-Friendly Barnet, said:
“Thanks to all the frontline staff who deserve this recognition for doing a very tough job where they consistently work to improve the lives of hundreds of our looked-after young people.

“Their commitment to building strong relationships and supporting care leavers to thrive is at the heart of this positive feedback. We will continue working together to make sure every young person has the best possible start to adult life.”

The positive feedback builds on the findings of Ofsted’s full inspection in 2024, which rated Barnet’s children’s services as good’ overall, with an ‘outstanding’ rating for services and support provided to children in care. Inspectors at that time praised Barnet’s “strong and effective services,” its “committed leadership team,” and its work to ensure “the voices of children are heard.”
