London Borough of Barnet (LBB) Blue Badge holders can apply for a 'dedicated disabled badge holder only' parking place to be provided close to their home if it’s difficult for them to park there.
Who can apply for a dedicated disabled parking bay
Only Barnet residents qualify for a dedicated disabled parking bay.
For your application to be considered, you either must:
- be a London Borough of Barnet (LBB) holder and the vehicle owner.
Or
- keep and use a vehicle at the same address as the Blue Badge holder and the Blue Badge holder relies on you to assist them as a passenger of their vehicle
We’ll only consider providing a dedicated disabled parking bay where there is proven difficulty in parking, and no suitable alternative off street parking is available.
Apply for a dedicated disabled parking bay
If you think that you qualify for a dedicated disabled parking bay, please fill in and sign the disabled bay application form.
Please ensure you also enclose a copy of your current:
- London Borough of Barnet (LBB) Blue Badge (front and back)
- driving licence (or your nominated driver’s driving licence)
- car registration document

We may ask for further information to help us to assess your application. We will also conduct checks against Blue Badge records to confirm the details you provide on the application form.
Once approved, your application will need to go through a statutory consultation process if you live within a Controlled Parking Zone (CPZ). You can find out when this consultation will take place here: Highways consultation schedule.
Why was my application rejected?
Your application for a dedicated disabled parking bay may be rejected if:
- you do not qualify for a dedicated disabled parking bay
- you fail to enclose a copy of the 3 documents mentioned above
- you have access to suitable alternative off street parking
- it is not safe to install a disabled bay
- the address of the blue badge holder is not the same as the address on both your driving licence and vehicle registration
It is not safe to include the bay if it will:
- be opposite or within 10 metres (32 feet) of a junction
- block a turning point in the road
- be in a clearway or within a no stopping restriction
- be located on land which is not under the control of LBB
Removing a disabled parking bay
If you no longer need a dedicated disabled parking bay, please email us at highwayscorrespondence@barnet.gov.uk
Removal of a disabled bay will need a statutory consultation.
Your request to have the disabled bay removed might be refused if we think it is still required.
About a dedicated disabled bay parking permit
If you are a London Borough of Barnet Blue Badge holder and have had an application for a dedicated disabled bay approved and a sign installed with a specified bay location number you can apply for a dedicated disabled bay parking permit to allow you to park a designated vehicle in the dedicated disabled bay with your permit (including the specified bay location) and Blue Badge on display at all times.
The dedicated disabled bay parking permits are issued as paper permits for any vehicle registration (Blue Badge holder or nominated driver's vehicle only) which means that you would need to display the permit as per the terms and conditions of use.
You can apply for a 12 month permit.
You will receive email renewal reminders in advance of the permit expiry date.
You should allow at least 5 working days for your paper permit to arrive once you have completed your application. The permit will be posted out via the Royal Mail recorded delivery service, which means that someone must be able to sign for the permit.
We will not replace paper permits which are lost in the post but can assist customers in locating orders by providing the Royal Mail tracking information.
Apply for a dedicated disabled bay parking permit
Please be advised that we cannot issue a dedicated disabled parking bay permit until you have a dedicated disabled parking bay installed.
What we will need:
Proof of address (resident)
one copy of the following accepted proof (except for the utility bills where you are required to provide two copies)
- council tax demand within the last 12 month period clearly showing your name and address within the London Borough of Barnet that you currently live in.
- signed rent agreement within the last 12 month period clearly showing your name and address within the London Borough of Barnet that you currently live in.
- signed solicitor’s letter showing the house purchase completion date and also clearly showing your name and address within the London Borough of Barnet that you currently live in.
- 2 utility bills from different suppliers within the last 12 months clearly showing your name and address within the London Borough of Barnet that you currently live in. We do not accept mobile phone bills.
- driver’s license clearly showing your name and address within London Borough of Barnet that you currently live in.
Proof of nominated driver
- Copy of the current driver’s license in the same name as the nominated driver.
Proof of vehicle ownership
one copy of the following accepted proof:
- vehicle logbook (V5C) registered in the same name and address within the London Borough of Barnet that you currently live in. Or in the same name as the nominated driver. We do not accept the new keeper supplement (V5C/2).
- insurance policy schedule clearly showing your name as the main policy holder, vehicle registration number and that the vehicle is insured/kept overnight at the same address within the London Borough of Barnet that you currently live in. Or in the same name as the nominated driver. We do not accept the certificate of motor insurance.
- motability agreement schedule clearly showing the vehicle registration number, which is registered in the same name and address within the London Borough of Barnet that you currently live in. Or in the same name as the nominated driver.
- if you have a private vehicle registration, we will need you to provide a copy of the certificate of entitlement (V750). Your certificate of entitlement is provided by the DVLA (Driver and Licensing Agency). We will also require you to provide an insurance policy schedule or vehicle logbook (V5C) once this is received for audit purposes.
- if you have a foreign vehicle, we will need you to provide the vehicle registration document (equivalent of the UK vehicle logbook (V5C) document). We will also require you to provide an insurance policy schedule or vehicle logbook (V5C) once the vehicle is registered in the UK for audit purposes (you can only legally drive a foreign registered vehicle up to six months in a 12 month period without registering it, as long as the car is taxed and insured in its home country).
If you or the nominated driver have a company car, we need a signed and recently dated letter from your employer on current printed business stationery showing the full trading address, VAT registration number or company registration number. The letter must state:
- your full name
- that you are permanent employee of the company (registered on the company’s payroll)
- your vehicle registration number
- your full address in the London Borough of Barnet that you currently live in where the vehicle is insured/kept overnight – not relevant for the nominated driver.
If you or the nominated driver have a long term lease or hire vehicle, we need a recently dated copy of the agreement on headed paper. The agreement must state:
- your full name
- that you are permanent employee of the company (registered on the company’s payroll)
- your vehicle registration number
- your full address in the London Borough of Barnet that you currently live in where the vehicle is insured/kept overnight – not relevant for the nominated driver.
Proof of London Borough of Barnet Blue Badge
- copy of the front of the Blue Badge (must be current and valid for a minimum of 12 months)
- copy of the back of the Blue Badge (must be current and valid for a minimum of 12 months)
We may contact you to provide further evidence at a later date for fraud and audit purposes.

Terms and conditions of use
- Only the person that holds a current London Borough of Barnet Blue Badge and currently lives in the London Borough of Barnet can apply for a Dedicated Disabled Bay parking permit.
- The Dedicated Disabled Bay parking permit is issued as a paper permit.
- The Dedicated Disabled Bay parking permit only allows you to park a designated vehicle (nominated vehicle) in a dedicated disabled bay where the Bay Location Number displayed on the permit matches the Bay Location Number on the sign.
- The Dedicated Disabled parking permit must be displayed with the valid London Borough of Barnet Blue Badge that belongs to the permit holder at all times, whilst parked in the dedicated disabled bay where the Bay Location Number displayed on the permit matches the Bay Location Number on the sign.
- The Dedicated Disabled Bay parking permit and London Borough of Barnet Blue Badge that belongs to the permit holder must be clearly displayed on the front dashboard of the vehicle. All the information must be visible from outside of the vehicle for the patrolling Civil Enforcement Officer (CEO).
- The permit does not allow you to park in Resident Permit Holder Only, Permit Holder Only, Business Permit Holders Only parking places, Pay and Display bays, yellow lines or any other parking restriction.
- If a dedicated disabled permit is accidentally damaged or the figures or particulars thereon have become illegible or the permit has become altered by fading or otherwise, the permit holder shall either surrender it to the Council or apply to the Council for the issue of a replacement permit and the Council, on the receipt of the original dedicated disabled permit, shall issue a replacement permit and upon such issue, the original Dedicated Disabled Bay parking permit shall become invalid.
- Failure to correctly display a Dedicated Disabled Bay parking permit as per condition 4 may result in a Penalty Charge Notice (PCN) being issued to the vehicle.
- If the permit is lost or destroyed, the permit holder shall notify the Council of such loss or destruction, and the Dedicated Disabled Bay parking permit shall cease to be valid.
- The Council may revoke the Dedicated Disabled Bay parking permit if it is believed that the permit is being misused and not in accordance with these terms and conditions of use.
- Parking places may be suspended by any person duly authorised by the council or police. parking permit is not valid in a parking place where signs indicate it is suspended
- A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
