About essential service parking permits
Only public or commercial sector departments or organisations (not contractors) that have a legitimate need to make professional visits to residential households within a Controlled Parking Zone (CPZ) can apply for and purchase the Essential Service parking permits.
The Essential Service parking permit must only be used by a person who is currently employed by a public or commercial sector department or organisation (not contractors) when they are making professional visits to residential households within a (CPZ) to carry out their duties.
The Essential Service parking permits are only valid in Permit Holders Only parking places within the operational hours of a given Controlled Parking Zone (CPZ).
Signs on the street will give more information about the zone and its operating hours.
The essential service parking permits are issued as paper permits and must be displayed as per the terms and conditions of use.
The essential service parking permits are valid for 1 day only.
If you opt for the permits to be posted out, the permits will be issued and posted out to the billing address. You should allow at least 5 working days for your printed permits to arrive once you have completed your order. The paper permits are posted out via the Royal Mail recorded delivery service, which means that someone must be able to sign for the permits.
We will not replace paper permits which are lost in the post but can assist customers in locating orders by providing the Royal Mail tracking information.
If you opt for the permits to be collected from our postal depot based at the following address: Barnet Council, Unit 25 Capitol Industrial Park, Capitol Way London NW9 0EQ. You will be required to put this address under the billing address section when you complete your online application.
The opening hours are 8.30am – 4.30pm. When the permits are ready for collection, we will email you.

Apply for essential service parking permits
Only an authorised person from public or commercial sector departments or organisations (not contractors) that have a legitimate need to make professional visits to residential households within a Controlled Parking Zone (CPZ) can apply for the Essential Service parking permits.
If you are a public sector department or organisation:
- we require a letter on current printed stationery showing the full address of the public sector department or organisation. This letter will need to be dated and signed by an authorised person i.e. Head of Service and include a detailed business case demonstrating the need for the parking permits to be able to carry out essential work at a property in a Controlled Parking Zone (CPZ) for the performance of your services - this letter helps us decide whether you have a legitimate need for the parking permits to be issued.
We may also request:
- documentary evidence that you spend 30% or more of your working week out in the community. This must be signed by an authorised person i.e. Head of Service
If you are commercial sector department or organisation:
- we require a letter on current printed stationery showing the full address of the commercial sector department or organisation. This letter will need to be dated and signed by an authorised person i.e. Head of department or organisation and include a detailed business case demonstrating the need for the parking permits to be able to carry out essential work at a property in a Controlled Parking Zone (CPZ) for the performance of your services - this letter helps us decide whether you have a legitimate need for the parking permits to be issued.
We may contact you to provide further evidence at a later date for fraud and audit purposes.

Apply for essential service parking permits
Prices
Essential service parking permits cost £3.35 each.
You can only apply for 100 permits per application.
Payments
Card payments for essential service parking permits must be made at the point of an online application.
Please be advised that the MiPermit parking permit system may send a request to authenticate your payment, for example via your banking app. Therefore, it is important that this authentication is completed to ensure that you successfully complete the payment for the suspension booking.
We will only accept invoice payments from already registered organisations and departments.
If you are making a payment via invoice you will need to email us Parking.PaymentTeam@barnet.gov.uk so that we can log the application for you. We will need you to confirm the quantity of permits required and if you would like the permits to be posted out (provide the full name and address) or if you would like to arrange a collection. We will also require the Purchase Order (PO) number.

Terms and conditions of use
- Only public or commercial sector departments or organisations (not contractors) that have a legitimate need to make professional visits to residential households within a Controlled Parking Zone (CPZ) can apply for and purchase the Essential Service parking permits.
- The Essential Service parking permits are only valid in Permit Holders Only parking places within the operational hours of a given Controlled Parking Zone (CPZ).
- The Essential Service parking permit does not allow you to park in Business Permit Holders Only parking places, paid parking spaces, yellow lines, on the footway, on a red route or exempt you from any other parking restriction.
- The Essential Service parking permit is not valid if the permit is displayed in your vehicle which is observed parked within 50 metres of your place of work.
- The Essential Service parking permits are issued as a paper scratch card permit and can only be used for one day on the date for which it is validated.
- It is the responsibility of the permit holder to clearly display the Essential Service parking permit, ensuring that month, day of the week and the date of the month are clearly visible (by scratching off the silver coating where required to expose this information). Alterations made to details will invalidate the permit, for example, if more than one month, day or date is scratched off, this will invalidate the permit.
- The Essential Service parking permits should be clearly displayed on the front dashboard of the vehicle. All the information must be visible from outside of the vehicle for the patrolling Civil Enforcement Officer (CEO).
- The Essential Service parking permit must only be used by a person who is currently employed by a public or commercial sector department or organisation (not contractors) when they are making professional visits to residential households within a Controlled Parking Zone (CPZ) to carry out their duties.
- You cannot share, sell or give your Essential Service parking permits to anyone other than person who is currently employed by a public or commercial sector department or organisation (not contractors) that is making professional visits to residential households within a Controlled Parking Zone (CPZ). We reserve the right to take the strongest possible action against anyone found to be buying on behalf of, selling to, or offering permits for sale. The action we may take includes prosecution or permanently suspending or deleting your permit account.
- The Essential Service parking permits may be cancelled or the account permanently suspended if they are not used in accordance with these terms and conditions of use.
- The issue of Essential Service parking permits does not guarantee the availability of a parking space, nor does it render the Council subject to any liability in respect of loss or damage to any vehicle in a parking place or the contents or fittings of any such vehicle.
- Parking places may be suspended by any person duly authorised by the Council or the police. Do not park in a parking place where signs indicate it is suspended.
- It’s prohibited to use a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods.
- The Council reserve the right to take the strongest possible action against anyone found to be misusing the permit. The action we may take includes permanently suspending or deleting your permit account.
- A permit may be suspended or cancelled if it is not used in accordance with these terms and conditions of use.
- Failure to comply with these conditions may result in a Penalty Charge Notice (PCN) being issued to your vehicle.
- The Essential Service parking permits are issued to organisations and departments on the understanding that they control the issue of the parking permits to staff and keep records of issue and use. Such records must include the date and location(s) where the parking permits are used and the registration number of the vehicle concerned. The council reserves the right to inspect such records, and if 200 parking permits have been provided in one year copies of the records of issue and use will be required before provision of further parking permits is authorised.
- A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
