About resident parking permits
If you currently live within a Controlled Parking Zone (CPZ) you will need a residents parking permit to be able to park your vehicle in a Permit Holders Only or Residents Permit Holders Only space within the controlled hours.
Signs on the street will give more information about the zone and its operating hours.
Resident permits are virtual, which means you do not need to display anything in your vehicle. Your permit is electronic and is associated with your vehicle registration number.
Patrolling Civil Enforcement Officers will be able to view your permit on their handheld computers.
You can apply for a 12 month or a 3 month permit.
You will receive email renewal reminders in advance of the permit expiry date.
Households can hold up to a maximum of 4 resident permits at any 1 time.
Apply for a resident permit
Proof of address
one copy of the following accepted proof (except for the utility bills where you are required to provide two copies)
- council tax demand within the last 12 month period clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- signed rent agreement within the last 12 month period clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- signed solicitor’s letter showing the house purchase completion date and also clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- 2 utility bills from different suppliers within the last 12 months clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in. We do not accept mobile phone bills.
- driver’s license clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
Proof of vehicle ownership
Cars registered at the permit holder’s address
one copy of the following accepted proof:
- vehicle logbook (V5C) registered in the same name and address within the Controlled Parking Zone (CPZ) that you currently live in. We do not accept the new keeper supplement (V5C/2).
- insurance policy schedule clearly showing your name as the main policy holder, vehicle registration number and that the vehicle is insured/kept overnight at the same address within the Controlled Parking Zone (CPZ) that you currently live in. We do not accept the certificate of motor insurance.
- motability agreement schedule clearly showing the vehicle registration number, which is registered in the same name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- if you have a private vehicle registration, we will need you to provide a copy of the certificate of entitlement (V750). Your certificate of entitlement is provided by the DVLA (Driver and Licensing Agency). We will also require you to provide an insurance policy schedule or vehicle logbook (V5C) once this is received for audit purposes.
- if you have a foreign vehicle, we will need you to provide the vehicle registration document (equivalent of the UK vehicle logbook (V5C) document). We will also require you to provide an insurance policy schedule or vehicle logbook (V5C) once the vehicle is registered in the UK for audit purposes (you can only legally drive a foreign registered vehicle up to six months in a 12 month period without registering it, as long as the car is taxed and insured in its home country).
Cars not registered at the permit holder’s address
If you have a company car, we need a signed and recently dated letter from your employer on current printed business stationery showing the full trading address, VAT registration number or company registration number. The letter must state:
- your full name
- that you are permanent employee of the company (registered on the company’s payroll)
- your vehicle registration number
- your full address in the Controlled Parking Zone (CPZ) that you currently live in where the vehicle is insured/kept overnight
If you have a long term lease or hire vehicle, we need a recently dated copy of the agreement on headed paper. The agreement must state:
- your full name
- that you are permanent employee of the company (registered on the company’s payroll)
- your vehicle registration number
- your full address in the Controlled Parking Zone (CPZ) that you currently live in where the vehicle is insured/kept overnight
We may contact you to provide further evidence at a later date for fraud and audit purposes.
Formats allowed are for uploads are jpg, png and pdf.
Temporary resident permit
You can apply for a temporary resident parking permit if you have:
- moved in to an address in Barnet that is in a Controlled Parking Zone (CPZ) and you are waiting for your proof of address and/or vehicle.
- recently acquired a new vehicle or have updated your vehicle registration number (private vehicle registration) and are waiting for your proof of vehicle.
Temporary resident parking permits are only issued once and cannot be extended.
Courtesy car parking permits
You can apply for a courtesy car permit if:
You need temporary cover for a hire or courtesy car if the main vehicle assigned to your resident parking permit is currently being serviced or repaired.
What you will need:
A copy of the hire or courtesy car agreement or letter from your insurance service provider on headed and dated paper clearly stating:
- your full name
- your full address in the Controlled Parking Zone (CPZ) that you currently live in where the hire or courtesy car vehicle is going to be kept overnight
- the hire or courtesy car vehicle registration number
- the duration of cover period for the hire or courtesy car
The cover is only valid for up to 21 days maximum and cannot be extended.
We may contact you to provide further evidence at a later date for fraud and audit purposes.

Apply for a courtesy car parking permit
Foreign vehicles
If you own a vehicle that is registered in another country and you plan on keeping the vehicle for more than 6 months you will need to register your vehicle with the DVLA (Driver and Vehicle Licensing Agency)
We can issue you with a parking permit for a 12 month period but will need you to provide the vehicle registration document (equivalent of the UK vehicle logbook (V5C) document).
If the Co2 emissions are not mentioned in the vehicle registration document, then the permit charge would need to be based on the vehicle’s engine size.
Once you have registered the vehicle in the UK you must upload the updated vehicle document to your permit account.
When you add the vehicle registration number to the permit account, please ensure that you do not use hyphens at any point. For example, TE51ST instead of TE-51-ST.
Renew your parking permit
We will send you email reminders 4 weeks, 2 weeks and the day before your current permit is due to expire.

Cancel your parking permit
If you no longer require your permit, you can cancel the permit in your account.
If a permit with a duration of more than one month is no longer required, a refund for all full remaining months will be processed only from the date that the permit has been cancelled in the permit account. If a permit is cancelled mid-month, you will not receive a refund for the remaining days of that month.
The refund should automatically be credited back to the initial payment card within 14 working days.
Prices
Permit prices are based on the engine size and emissions of your vehicle.
For vehicles registered before 1 March 2001, or where the CO2 emissions is not documented, the permit price is based on the vehicle engine size.

7+ Seater vehicle reduction
If your vehicle has 7 passenger seats or more, you can apply for a reduction on your permit price.
The discount only applies if your vehicle falls into band 7 to 14. The discount does not include any supplements which apply if your car is a diesel vehicle or any additional vehicles.
The discounted amount should automatically be calculated upon application. If not, then please email the parking permit team proof that the vehicle has 7 or more seats for your partial refund to be processed. The information can be found in your vehicle logbook (V5C) or in your insurance policy schedule. If you cannot find any reference to the number of seats, then please provide us with photos of the front profile (including the vehicle registration mark) along with side profile photos of the vehicle clearly showing that there are 7 or more seats.
Do not proceed with an online application if the 7+ seater reduction has not been automatically calculated as we will not be able to issue partial refunds. Please email the parking permit team with the supporting documentation (as per the above) so that they can log the application for you.

Terms and conditions of use
- Only the resident that currently lives in the address that falls within the eligible property ranges of a Controlled Parking Zone (CPZ) as stipulated within the relevant traffic order can apply and purchase a Resident permit.
- Resident permits are issued as a virtual, electronic permit which are valid for a specific vehicle.
- It is the responsibility of the permit holder to ensure that they supply the correct vehicle registration number when applying for their permit.
- The maximum number of Resident permits which shall be issued to any household at any one time shall be 4.
- Resident permits are only valid in Permit Holders Only or Resident Permit Holders Only parking places within the Controlled Parking Zone (CPZ) with the same zone identified letter(s) associated with the permit and shown on the time plate.
- Resident permits are not valid in any other parking space or place other than the Permit Holders Only or Residents Permit Holders Only spaces.
- The issue of a Resident permit does not guarantee the availability of a parking space, nor does it render the Council subject to any liability in respect of loss or damage to any vehicle in a parking place or the contents or fittings of any such vehicle.
- Failure to have a Resident permit valid during the controlled hours of the given (CPZ) may result in a Penalty Charge Notice (PCN) being issued to the vehicle.
- Parking places may be suspended by any person duly authorised by the Council or the police. Do not park in a parking place where signs indicate it is suspended.
- If a Resident permit is no longer required, and the permit holder cancels the permit within their permit account, a refund for all full remaining months will be processed only from the date that the permit has been cancelled in the permit account. If a permit is cancelled mid-month, you will not receive a refund for the remaining days of that month.
- The council may revoke a permit if it is believed that the permit is being misused. Where a vehicle has 3 or more unpaid and outstanding Penalty Charge Notices (PCN) issued that have progressed to 'charge certificate' stage (by this stage there is no longer a right of appeal) then a new or renewed permit will not be issued for that vehicle until all of the outstanding Penalty Charge Notices have been paid or the matter otherwise resolved.
- A permit may be cancelled if it is not used in accordance with these terms and conditions of use (under these circumstances you will not be entitled to any refund).
- Failure to comply with these conditions may result in a Penalty Charge Notice (PCN) being issued to your vehicle.
- A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
