Make your resident parking permit application
You will be taken to an external site where you will need to create an online account. You may be required to upload proof (documents) to support your application which can be scanned.
It will take around 15 minutes to apply and receive approval.
To apply for a resident permit you will need:
- your vehicle registration
- a valid email address
- your V5 log book or your insurance schedule (to be uploaded in PDF or JPEG format only)
- your credit or debit card details (we do not accept AMEX).
We may ask you to verify your address by carrying out an address validation check or by uploading proof.
For fraud and audit purposes, we may ask for further proof documents to support your application later.

About the resident parking permit
Residents parking permit allows residents within a Controlled Parking Zone (CPZ) to park in a Resident Permit Holders or Permit Holders parking place during controlled hours. Check parking signs on the street for information on the parking zone and its hours of operation.
Resident permits are virtual, which means you do not need to display anything in your vehicle. Your permit is electronic and is associated with your vehicle registration number. Patrolling Civil Enforcement Officers will be able to view your permit on their handheld computers.
Permit Duration
Resident permits available as an annual permit or a 3 month permit.
You can now purchase a resident permit for 3 months to help spread the cost of your parking permit.
You will receive renewal reminders in advance of the permit expiry date.
If you would prefer to purchase a 3 month permit, please select Resident Permit Three Months from the drop down menu when applying.
Any surcharges applicable to your permit will be charged on a pro rata basis. If you have a diesel vehicle, you will be charged the diesel surcharge at £2.50 per 3 month permit.
If you have more than 1 vehicle at your household, you will be charged the additional vehicle surcharge amount of £6.25 per 3 month permit, for the additional permit. Please refer to the Costs and refunds section where permit prices are displayed in full.
If you already hold a resident permit which is close to expiring and you want to renew for only 3 months, you will need to make a new application. This can be done when logged in to your permit account
Select Resident Permit Three Months from the drop down menu during your application.
If you apply for your new 3 month resident permit while you have an existing annual permit active at your address, the permit system will charge you the additional vehicle surcharge of £6.25
The system cannot link your existing annual permit record to the new application so treats it as an additional vehicle. A surcharge will apply to the second, third and fourth permit held at your address at the time of application.
If this issue occurs we will refund the additional charge to you. Please contact the Parking Client team to request your refund.
Proof documents
Proof of address
We may ask you to verify your address by carrying out an address validation check or by uploading proof documents.
Acceptable proof of address documents are:
- your Council tax demand
- your rent agreement or a solicitor’s letter showing the house purchase completion date
- two utility bills from different suppliers dated and showing your name and address (not mobile phone bills)
- driver’s license clearly showing your name and address within the Controlled Parking Zone (CPZ).
Alternatively, you can consent to an address validation check which will be carried out by a third party (Experian) during the application process. This check will not affect your credit score but will appear as a search by NSL Ltd on your credit file.
Proof of vehicle ownership
For cars registered at the permit holder’s address:
- Vehicle Registration document (V5) showing the same name and address as the permit holder. We do not accept the new keeper supplement
- insurance schedule showing the applicant as the main policy holder with the vehicle insured at the same address as the permit holder (we do not accept the Certificate of Motor Insurance).
Example of a V5 document
For cars not registered at the permit holder’s address:
- company car applicants must have a recent dated and signed letter from their employer stating that the applicant is an employee of the company and confirming the vehicle registration number and the address of the permit holder where the vehicle will be kept
- for long term lease or hire vehicles a copy of the agreement showing the same address as the permit holder for which the vehicle will be kept.
We may contact you to provide further evidence if required at a later date for fraud and audit purposes.
Costs and refunds
Resident Permit costs
Permit prices are based on vehicle CO2 emissions. Permits are valid for a year.
A three month permit is now available to help spread the cost of your parking permit. You can apply, or renew, choosing your preferred duration of either three months or a year (12 months).

Diesel Vehicles
If you have a diesel car, you will be charged £10 per car on top of the relevant price band, per year. If you buy a 3 month permit and you have a diesel car, a surcharge of £2.50 will be added to your permit price.
Additional Vehicles
If you have more than one household car, you will be charged £25 per additional permit on top of the relevant price band, per year. If you buy a 3 month permit the additional permit surcharge is £6.25 (25% of £25).
7 plus Seater Vehicles
If your vehicle has 7 passenger seats or more, you can apply for a reduction on your permit price. The discount only applies if your vehicle falls into band 7 or above. The discount excludes any supplements which apply if your car is a diesel vehicle, or for your second, third or fourth household vehicle where the additional vehicle supplement will apply.

Your discount cannot be automatically applied as we need to verify your documents before processing any refund due. Please apply for your permit, pay the full price, and then contact us by email to request your partial refund. You will need to provide proof of vehicle documentation in order for your refund application to be processed.
Imported, Pre-2001, modified vehicles
If your vehicle has been imported into the UK, was first registered before 1 March 2001, or has been modified, our permit system may not be able to retrieve emissions data for your vehicle. This is because the details are not held by the DVLA.
You will need to enter your vehicle details manually using the information shown on your vehicle logbook (V5C), as the 'Retrieve Vehicle Details' button will not be able to automatically retrieve the details from the DVLA database.
Your permit price will be calculated using the engine size (cylinder capacity). Please refer to the above table.
Vans
You are able to register your van for a resident permit, provided that the overall height of the vehicle is no greater than 2.3 metres.
Please note that our permit system may not be able to retrieve emissions data for your van. This is because the details are not held by the DVLA.
You will need to enter your vehicle details manually using the information shown on your vehicle logbook (V5C), as the 'Retrieve Vehicle Details' button will not be able to automatically retrieve the details from the DVLA database.
Your permit price will be calculated using the engine size (cylinder capacity). Please refer to the above table.

Households can hold up to four resident permits at any one time.
Permit refunds
If you no longer require your permit, you can cancel it within your online permit account. A refund will be processed for the amount of whole months remaining on the permit at the time of cancellation.
Temporary permits
If you’ve recently moved to Barnet
If you need a resident permit, but are awaiting proof documentation, you may be able to get a temporary permit.
This will provide you with 14 days coverage for your vehicle whilst you are awaiting documents to apply for a resident permit.
Temporary resident permits are only issued once and cannot be extended.
If you have a new vehicle
If you have changed your vehicle, you can update the vehicle details on an existing resident permit within your online account. If you have just bought a new vehicle and are awaiting documents, you can apply for a temporary permit.
Change permit details
Renew a residents permit
You can renew your residents permit in advance of your existing permit expiring. You can renew your permit up to 30 days ahead without losing any time on your existing permit. Login to your account to renew.
Please note that if your permit has already expired or you have cancelled your permit, you need to make a new application by clicking on ‘Apply for a Permit’ within your account.
If you wish to switch to the three month resident permit, you will need to make a new application by clicking on 'Apply for a Permit' within your account.
Change permit details
You can update your personal details, such as your email address, contact number or name, within your account
You can also change your address, provided that your new address is in the same controlled parking zone as your existing parking permit.
If you have moved within the borough to a different controlled parking zone, you can cancel your existing permit and apply for a new permit within your online account. You will receive a refund any whole unused months on your existing permit.
If you have changed your vehicle, you can update your vehicle details within your account. You will need to provide proof of vehicle ownership in order to change your vehicle, and may be due a partial refund or need to make an additional payment if your new vehicle is in a different emissions band to your previous vehicle. You will only be able to change your vehicle up to 4 times per year.

Temporary Change of Vehicle
If your usual car is being serviced or repaired, and you need temporary cover for a hire or courtesy car, you can do this within your online account. Click on the permit you need to change, select 'Vehicles' and then tick the box for temporary vehicle.
You will need to enter the registration of the temporary vehicle, and you won't need any proof documents to do this. Once your usual car is back on the road, you can untick the temporary vehicle option to apply your permit to your vehicle.
Please be advised that the temporary vehicle registration is set to expire after 14 days. This means that the temporary vehicle registration will automatically be deleted from your permit and the permit reverted back to your permanent vehicle registration after 14 days. In the event that your vehicle is still being serviced or repaired after 14 days you would need to repeat the process as outlined above.
You will not receive any reminder notifications so please make sure you make a note when setting up your temporary vehicle registration.

Terms and conditions
- Only the resident can apply and purchase a Residents permit for their address that falls within the eligible property ranges of a Controlled Parking Zone (CPZ) as stipulated within the relevant traffic order.
- Resident permits are issued as a virtual, electronic permit which are valid for a specific vehicle
- It is the responsibility of the permit holder to ensure that they supply the correct vehicle registration mark when applying for their permit.
- The maximum number of resident permits which shall be issued to any household at any one time shall be four
- Resident Permits are only are only valid in Permit Holders Only or Resident Permit Holders Only parking places within the (CPZ) with the same zone identified letter(s) associated with the permit and shown on the time plate.
- Resident Permits are not valid in any other parking space or place other than the Permit Holders Only or Residents Permit Holders Only spaces.
- The issue of a Residents permit does not guarantee the availability of a parking space nor does it render the Council subject to any liability in respect of loss or damage to any vehicle in a parking place or the contents or fittings of any such vehicle.
- Failure to have a Residents permit valid during the controlled hours of the given (CPZ) may result in a Penalty Charge Notice (PCN) being issued to the vehicle.
- Parking places may be suspended by any person duly authorised by the Council or the police. Do not park in a parking place where signs indicate it is suspended.
- If a resident permit is no longer required, and the permit holder cancels the permit within their permit account, a refund for the remaining number of full calendar months will be processed.
- The council may revoke a permit if it is believed that the permit is being misused. Where a vehicle has three or more outstanding penalty charge notices issued that have progressed to 'charge certificate' stage (by this stage there is no longer a right of appeal) then a new or renewed permit will not be issued for that vehicle until the outstanding penalty has been paid or the matter otherwise resolved.
- A permit may be suspended or cancelled if it is not used in accordance with these terms and conditions (under these circumstances you will not be entitled to any refund).
- Failure to comply with these conditions may result in a Penalty Charge Notice (PCN) being issued to your vehicle.
- A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
