Disabled Person's Freedom Pass

The Disabled Person's Freedom Pass gives people with disabilities free travel on buses, trains, trams, tubes and Docklands Light Rail services in London.

The pass also allows free travel on local buses elsewhere in England.

Who can apply for Disabled Person's Freedom Pass?

You can apply if you live in the London Borough of Barnet. You will need to provide proof of address. Check your address is in Barnet

You must have 1 or more of these disabilities:

  • blind or partially sighted
  • severely or profoundly deaf
  • without speech
  • a large and long term adverse effect on your ability to walk
  • don't have arms or have long-term loss of the use of both arms
  • learning disability
  • conditions which would prevent you from obtaining a driving licence

What you will need when applying

You must provide:

  • proof of identity (eg birth certificate, photocard driving licence, resident permit. Passports are also accepted, including passports that expired up to two years ago)
  • proof of address (eg Council Tax bill, utility bill, benefit award letter, government letter)
  • registration number if you are blind or deaf
  • a copy of a passport quality photograph (taken within the last three months)

For under 18s, we accept a national insurance letter, benefit letter or a letter from school or college. 

We don't accept: mobile phone bills, bank statements, and hospital letters. 

We accept documents for evidence in bmp, gif, jpg, png, tif, pdf file formats. Max size 4.9 MB.

When you'll hear about your application

Once you have submitted your application you will receive an acknowledgement. 

It may take 12 weeks or longer to assess your application and you may be invited to attend a mobility assessment which will be carried out by an independent healthcare provider. 

There is no need to contact us while your application is in progress. 

Renewing your Disabled Person's Freedom Pass 

We ask everyone to renew their Freedom Pass by reapplying for it.

We will write to you with details on how to reapply for a new pass if your current Freedom Pass expires on 31 March 2025 

Reapply for your pass as soon as possible when you get your letter. This is so you can get your new pass before your current one runs out.

We ask everyone to reapply. This allows us to check:

  • your current entitlement
  • your contact details are correct
  • we have a current photograph for your new Freedom Pass

If your current pass runs out and you have not reapplied, it will no longer work.

If you need a replacement Freedom Pass please note that there is an administration fee of £14 which will rise to £14.35 from the 1 April 2025
