About visitor's parking permits
If you currently live within a Controlled Parking Zone (CPZ) you can apply for visitor's parking permits for your guests so that they can be able to park their vehicle in a Permit Holders Only or Residents Permit Holders Only space in the controlled hours.
Signs on the street will give more information about the CPZ and its operating hours.
We offer both virtual visitor's parking permits and paper scratch card visitor's parking permits.
Please be advised that you can only apply for virtual visitor parking permits in your MiPermit account.
You cannot apply for the paper scratch card visitor permits in your MiPermit account. You will need to contact the parking permit team to request these.
If you apply for the virtual visitor's permits, this means that you do not need to display anything in your vehicle. These permits are electronic and are associated with the vehicle registration number.
Patrolling Civil Enforcement Officers (CEOs) will be able to view your permit on their handheld devices.
If you apply for the paper scratch card visitor permits, then you would need to display the permits as per the terms and conditions of use.
Paper permits will be issued and posted out to the billing address registered to your permit account.It is important that you check that you have entered the correct full address and postcode details.
You should allow at least 5 working days for your printed permit to arrive once you have completed your order. The paper permits are posted out via the Royal Mail recorded delivery service, which means that someone must be able to sign for the permits.
We will not replace paper permits which are lost in the post but can assist customers in locating orders by providing the Royal Mail tracking information. If you live in a block of flats or have any difficulty receiving deliveries, we recommend that you purchase virtual visitor permits.
Visitor's parking permits are valid for 1 day only.
Households can only purchase a maximum of 200 visitor permits in a 12 month period across both types of permit offerings. For information, the allocation of permits is reset in chronological order from the first date ordered. For example, if you purchased 200 visitor permits on the 01 November 2025 the full allocation of 200 permits would be made available on or around the 01 November 2026.

Proof of address
one copy of the following accepted proof (except for the utility bills where you are required to provide two copies)
- Council Tax demand within the last 12 month period clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- signed rent agreement within the last 12 month period clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- signed solicitor’s letter showing the house purchase completion date and also clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
- 2 utility bills from different suppliers within the last 12 months clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in. We do not accept mobile phone bills.
- driver’s license clearly showing your name and address within the Controlled Parking Zone (CPZ) that you currently live in.
We may contact you to provide further evidence at a later date for fraud and audit purposes.
Formats allowed are for uploads are jpg, png and pdf.
Virtual visitor's parking permits
Virtual visitor's parking permits can be activated up to 14 days in advance via app, website and phone.
The permits are valid for one day and can be transferred from one specific vehicle registration to another throughout the day.
Once activated the permit will be valid for use immediately. For example, if the permit is activated on the 1 November 2025 at 10:59am it will be valid until the 2 November 2025 at 00:00.
If a permit is activated in error, you have 5 minutes from the time of activation to cancel a permit. Once cancelled the credit will be returned to your account. You will not be able to cancel the permit and have the credit returned if 5 minutes from the time of activation lapses.
You can cancel permits activated for a future date.

App
Log in to the MiPermit App using the same login credentials that you would use to access your MiPermit account via the website.
Click the menu button (three stacked horizontal lines) to reveal the permits option, select this and then select Activate Visitor Permits.
You will need to enter your visitor’s vehicle registration number and select the type of visitor's permit to use (if you have various types), the date/time to activate the permit, and the duration required.
Once activated, you will be able to view and manage virtual visitor's parking permits under the Current & Previous Visitor Permits section of your MiPermit account.
Website
Login to your MiPermit account and click Activate Visitor Permit from the menu option.
You will need to enter your visitor’s vehicle registration number and select the type of visitor's permit to use (if you have various types), the date/time to activate the permit, and the duration required.
Once activated, you will be able to view and manage virtual visitor's parking permits under the Current and Previous Visitor Permits section of your MiPermit account.
Phone
To activate a permit over the phone, please call 0345 520 7007 (Monday to Friday 8am – 6pm, Saturdays 8am - 4pm and on Sundays and Bank Holidays 10am - 4pm) and select option 2. When calling to activate or manage a virtual visitor's permit, please allow for waiting time.
We will require the vehicle registration, start time and end time of the stay.
Once activated, you will be able to view and manage virtual visitor's parking permits under the Current and Previous Visitor Permits section of your MiPermit account
Assistance
If you do not have access to the internet, do not have a smartphone, tablet, computer or laptop and do not have the assistance of friends or family then please contact our permit team. They will be able to activate a virtual visitors parking permit for you. They will need to know the vehicle registration mark and date that the permit will need to be activated. The onus is upon the resident to provide the correct vehicle details.

Paper scratch card visitor's parking permits
You cannot apply for the paper scratch card visitor permits in your MiPermit account.
You can only apply for the paper scratch card visitor permits by contacting the parking permit team. You will be required to email copies of your proof of address. If you do not have access to the internet, do not have a smartphone, tablet, computer or laptop and do not have the assistance of friends or family then please call the team and they can provide you with further instructions on how to proceed.
This is because our printing services are limited, and this service is being prioritised for those who are not able to use virtual visitor permits.
Please be advised that the paper permits will be issued and posted out to the billing address registered to your permit account.
Therefore, it is important that you check that you have entered the correct full address and postcode details. Prices
Virtual visitor's parking permits are £2.60 each. The minimum order is for 4 parking permits. Each order thereafter will need to be in multiples of 4 parking permits.
Paper scratch card visitor's parking permits are available in books of 4 and cost £3.11 each (1 book is £12.44). The minimum order is 12 parking permits (3 books of 4 permits is £37.32).
Please be advised that the MiPermit parking permit system may send a request to authenticate your payment, for example via your banking app. Therefore, it is important that this authentication is completed to ensure that you successfully complete the purchase of your parking permit.

Terms and conditions of use
- Only the resident that currently lives in the address that falls within the eligible property ranges of a Controlled Parking Zone (CPZ) as stipulated within the relevant traffic order can apply and purchase Visitor's parking permits for their visitors.
- Visitor's parking permits are only valid in Permit Holders Only or Resident Permit Holders Only parking places within the Controlled Parking Zone (CPZ) with the same zone identified letter(s) displayed on the paper scratch card permit or in the virtual visitor permit account as shown on the time plate.
- Visitor's parking permits are issued as a virtual, electronic permit or as a paper scratch card permit and can only be used for one day on the date for which it is validated.
- It is the responsibility of the permit holder to ensure that they activate the virtual visitor permit on the date for which it is validated and supply the correct vehicle registration number when activating a virtual visitor's permit.
- Where a permit is issued as a paper scratch card permit it is the responsibility of the permit holder to clearly display the zone that the visitor's permit applies to, the month, day of the week and the date of the month (by scratching off the silver coating where required to expose this information). Alterations made to details will invalidate the permit, for example, if more than one month, day or date is scratched off, this will invalidate the permit.
- Where a permit is issued as a paper scratch card permit, this should be clearly displayed on the front dashboard of the vehicle. All the information must be visible from outside of the vehicle for the patrolling Civil Enforcement Officer (CEO).
- Visitor's parking permits are not valid in paid parking spaces, car parks or on yellow lines. They can only be used in shared use spaces where the signs include the wording in condition 2.
- The issue of visitor's parking permits does not guarantee the availability of a parking space, nor does it render the Council subject to any liability in respect of loss or damage to any vehicle in a parking place or the contents or fittings of any such vehicle
- Failure to correctly display a Visitor's parking permit as per condition 5 and 6 where issued as a paper scratch card permit or activate a virtual permit as per condition 4 may result in a Penalty Charge Notice (PCN) being issued to the vehicle.
- Parking places may be suspended by any person duly authorised by the Council or the police. Do not park in a parking place where signs indicate it is suspended.
- A maximum of 200 Visitor parking permits can be purchased per household within a 12 month period. The limit of 200 Visitor's parking permits applies across both virtual permits and paper scratch card permits and is an absolute maximum.
- The Council is unable to give refunds for unused Visitor's parking permits.
- The Visitor's parking permits may be cancelled or the account permanently suspended if they are not used in accordance with these terms and conditions of use.
- You cannot share, sell or give your Visitor's parking permits to anyone other than the visitor attending the address that you currently live in. Anyone found to be buying on behalf of, selling to, or offering permits for sale may face further action which could include prosecution.
- It’s prohibited to use a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods.
- A goods vehicle with an overall height greater than 2.3 metres may not make use of a parking place during controlled hours.
