Neighbourhood planning enables communities to influence the future of their neighbourhood by preparing a Neighbourhood Plan. This provides an opportunity to set out the vision for a local area and bespoke planning policies to guide developments within an individual neighbourhood area. Once approved the Neighbourhood Plan becomes part of the Development Plan for Barnet.
This information is intended to help communities understand what neighbourhood planning in Barnet entails. We are aware of two neighbourhood plans currently being progressed in Barnet – they cover Mill Hill and West Finchley respectively.

Mill Hill Neighbourhood Area Renewal and Forum Re-designation Applications Consultation
Mill Hill Neighbourhood Area and Forum designations were approved on 17 September 2019 for 5 years by Barnet Council. The Forum was established in September 2014 and after 5 years in operation must now re-apply if it is to continue to be formally designated beyond 17 September 2019.
The Mill Hill Neighbourhood Forum has now applied to the Council to be formally Re-designated as a Neighbourhood Forum and Renew the Designation of Neighbourhood Area application for another five years in accordance with the Town and Country Planning Act (1990) and the Neighbourhood Planning (General) Regulations.
The Council is now seeking views on the applications from stakeholders who live, work or carry on business in the area to which the Area Application relates. The publicity on the applications begins for six weeks on Friday 26th April 2019 and all comments are to be submitted to the Council by 5 pm on Friday 7 June 2019

Neighbourhood Plans are statutory planning documents which must be prepared by the community in the form of a Neighbourhood Forum. At this stage the Council is required to ensure the Renewal and Re-designation Applications meet the basic conditions for Neighbourhood Development Plans as set out in the Localism Act.

Any responses generated by the publicity will be considered in advance of formally re-designating the Area and Forum by the Council at the Planning Committee in July 2019. Only if the applications are agreed by the Council, the Neighbourhood Forum can then produce a Neighbourhood Plan for the designated Neighbourhood Area. All comments on the Applications will be made publicly available.
