Neighbourhood planning

Neighbourhood planning enables communities to influence the future of their neighbourhood by preparing a Neighbourhood Plan.

This provides an opportunity to set out the vision for a local area and bespoke planning policies to guide developments within an individual neighbourhood area. Once approved the Neighbourhood Plan becomes part of the Development Plan for Barnet.

This information is intended to help communities understand what neighbourhood planning in Barnet entails.

We are aware of 2 neighbourhood plans currently being progressed in Barnet, they cover Mill Hill and West Finchley respectively.

West Finchley Neighbourhood Plan

Designation of Neighbourhood Area and Forum

An application for designation of both the forum and the area was submitted to the Council in September 2015.

Publicity of the application took place over 6 weeks between 23rd September 2015 and 4th November 2015.

Designation of the West Finchley Neighbourhood Plan Area and Forum was approved on 26th November 2015

Regulation 14 Consultation

The West Finchley Neighbourhood Forum published the draft Neighbourhood Plan (Regulation 14) for consultation between March and May 2019.

Regulation 16 Consultation

The West Finchley Neighbourhood Plan was submitted to Barnet Council on 19th December 2019.

The submission (Regulation 16) consultation was carried out between 15th January and 26th February 2020

Examination

Barnet Council, with agreement from the West Finchley Neighbourhood Forum, appointed Jill Kingaby as the independent Examiner. On 7th April 2020, the Examiner sent a letter to clarify several initial procedural matters and questions. The Neighbourhood Forum responded to the Examiner's questions. The Council then sent a response to the Forum's letter to the Examiner. On 27th August 2020, the Examiner sent the Examiner's Report to the Council and the Forum. The Council has agreed with the recommendations from the Examiner and therefore the Neighbourhood Plan can proceed to public referendum.

Re-designation of Neighbourhood Area and Forum

An application for re-designation of both the forum and the area was submitted to the Council in July 2020.

Publicity of the application took place over 6 weeks between 7th August and 18th September 2020.

Designation of the West Finchley Neighbourhood Plan Area and Forum was approved on 13th October 2020
 

Mill Hill Neighbourhood Forum

Re-designation of Neighbourhood Area and Forum

An application for re-designation of both the forum and the area was submitted to the Council.

Publicity of the application took place over 6 weeks between 25th April to 7th June 2019.

Designation of the Mill Hill Neighbourhood Plan Area and Forum was refused on 24th July 2019, the existing Forum ended on 17th September 2019.
