What is a Fixed Penalty Notice?
A Fixed Penalty Notice (FPN) is a fine given for committing an environmental crime, such as littering or spitting.
Why FPNs are issued
FPNs are given to individuals and businesses caught committing environmental or antisocial crimes. This enforcement activity is part of our commitment to ensure that Barnet is clean, safe and well run.
All areas of Barnet are patrolled for enforcement and litter reduction.
The income from FPN payments is used to fund the service.
Who issues FPNs?
Our uniformed Community Safety Team Investigation and Enforcement Officers who patrol Barnet can issue FPNs.
Our officers use body worn cameras to record them issuing fines and any conversations. They will let people know they are being recorded.
The legal powers that enable Barnet Council to issue FPNs
The Council has powers from a number of areas including the:
- Clean neighbourhoods and Environment Act (2005)
- Environmental Protection Act (1990)
- Anti-Social Behaviour, Crime & Policing Act (2014)
- Environmental Act (1995)
General Data Protection Regulation (GDPR) and FPNs
